EMEP/EEA EmissionInventory Guidebook translation • Facts and figures: • Time frame: January 2010 – May 2011 • Amount of work – more than 2000 pages. • Work prioritization: • text was divided in 4 batches • Structure: translation – internal check – external check – final version • Present state: • 7% of text translation to be finalized • internal and external check is going on • need for additional external expertise

EMEP/EEA EmissionInventory Guidebook translation • Challenges: • Big amount of text – several interpreters involved • English chapters were updated during last year • Russian version is 10-15% bigger • Involvement of experts – funding not included • Discrepancies in original text are found • Future steps: • Final version to be available at EEA web-site • Presentation at the EECCA coordination group meeting • Implementation in inventory compiling in EECCA countries

Support to the inclusion of the flexibility mechanisms for the countries in transition into the revised HM and POPs Protocols. • In general the consolidated position was supported on introducing a 5-year transition period for reporting within the Convention during which the reporting on emissions can be limited to large point sources by the request of each country. Conclusions of the meeting

Support the preparation and implementation of the project proposed by the Russian Federation on assistance to EECCA countries in harmonization of national emission assessment systems with the system used within CLRTAP; • The participants noted that work of the countries-members of the Coordinating group on considering the Protocols is complicated by absence of the documents translated into the Russian language.

Protocols are legally binding The EMEP programme – 3 main elements: (1) collection of emissions data, (2) measurements of air and precipitation quality and (3) modelling of atmospheric transport and deposition of air pollutions.
