Freight Demand Management in Bath Measure FOR SALE • HGVs travelling towards the restriction triggered a vehicle-activate sign informing them of the weight limit. • Vehicles that continued through the weight restriction triggered induction loops in the road. • The road flow computer system identified the vehicle type and decides whether to activate the camera. Permitted vehicles such as buses were not photographed • Vehicle owners were identified from photographic and video evidenence and could be contacted by the local authority. QuickFacts To raise awareness of existing weight restrictions in the City of Bath and reduce the number of Heavy Goods Vehicle (HGV) movements within the restrictions Objective • HGV traffic using the Upper Bristol Road reduced from an average of 262 HGV movements per day prior to the introduction of the demonstration project to an average of 150 during the demonstration project. • The project's findings have been used to lobby the UK's Minister for Transport for the introduction of new legislation which would give local authorities increased powers in relation to moving vehicle offense. Successes • There is potential to use ANPR camera technology to enforce environmental weight restrictions in other cities across Europe. • The system can be adapted for other uses. ANPR cameras are currently used in Bath for bus lane enforcement and the Council is investigating their potential for uses such as parking enforcement and access control. It‘s Transferable!
