POSID -PROJECT COMMON WORKING METHODS • Use of readmission agreements (14 EU level, 1 national). • Inquiries (interpol, Visa). • Checks from databases (National, VIS etc.) • Help from the liaison officers, own Embassies. • Visits to the foreign Embassies. • Visits to Finland by the representatives of the Embassy. • Interviews by telephone. • Contact visits to third countries. • Visits of third country delegations (NIS). • Identification using the video online system. • Cooperation with other member states (EURINT etc.) • Money transfers, mobile phones?
POSID -PROJECT EMBASSIES • Vital for practical and daily cooperation. • Mutual needsfrombothsides. Embassy "needs" contactpersonsfrom the Police. • Moreactive – betterresults? • Expencesifabroad? • Repatriation is not the primarywork of the Embassy.
POSID -PROJECT VISITS TO THE EMBASSIES • To establish / maintainrelations. • Best way to presentcasesbeforehand. • To give and haveinformation to / from the Embassies. Embassiesusuallyhaveestablishedsolidpractises in the field of repatriation. • Doesnotrequire Embassy staff to travelpossiblyabroad. Usuallystaff is busy with daily work. • Interviewsmaytakeplace at the Embassy. • Selected Embassy contactpersons?

POSID -PROJECT INTERVIEWS • Mandatory for some Embassies. Especially if the returnee is without documents to proof the nationality. • Can be done at the Embassy or at the Police station. • Best way to establish the nationality. • Representative is fellow citizen. Confidence between the returnee and the representavtive. Police may be felt like opponent. • Result is usually given on the spot. • takes usually 2-3 days if the representative arrives from abroad. • Decision of the issuance of the document depends often of the Ambassador or even from local authorities. • Detention to secure the presence of the returnee?
POSID -PROJECT INTERVIEWS • Can also be done by the phone. Depends on the Embassy. • Sppedy and practical, does not require representative to arrive to Police station or even from abroad. Conversation can easily be connected with other returnees across the country > Cost effective. • Is based only on the speech of the returnee (dialect etc). • Returnee may be reluctant to speak, easier to lie etc. What then? • Practical problems like bad line, disturbance of the other matters. Interviever may have forgotten the call etc.
