The document outlines the manpower requirements and operational strategies for the Central Technical Team (TC) involved in the CMS (Compact Muon Solenoid) upgrades at CERN. It details the necessary Full-Time Equivalent (FTE) years across various categories including Detector Systems, Engineering, Infrastructure, and Safety, amounting to 45 FTE-years. It highlights the critical need for specialized expertise, backup support for sustained operation, and effective collaboration among teams. Coordination and incident follow-up processes are mentioned to ensure seamless operations and maintenance in the years to come.

TC ESP shutdown year running year with Ext.Tech Stop Manpower needed in central technical team ~160 ~120 Fraction provided by CMS Collaboration ~1/2 ~1/3 Estimated totals per TC structural category for 2011: Central technical unit 18 Detector System and Machine Interface -BRM 14 -other 2 Engineering & Electronics 5 Infrastructure & Common Systems 4 Safety & Safety Systems 2 ~45 FTE-years This provides the minimum cover for each expertise and does not allow for the backup needed in some cases for sustained operation

TC ESP To note : A large fraction of individuals in place are supported by subsistence (CERN or CMS). No “fractional weighting” applied. Almost all personnel have specialist expertise and have been in place for a few years: hard to substitute. Meshing with run coordination may still need some work Contributions to patrol and RP piquet not properly accounted for. No upgrade contribution counted, but must use synergy with upgrade work at CERN to maintain key people based here year-round.
