This report details the assembly and testing of the GLAST LAT Tower 16, conducted from October 25-28, 2005, at INFN Pisa. It includes the assembly of the complete tray stack with 15 non-flight trays, the installation of a full cable set, and alignment of sidewalls. Notable components include the replacement of tray 17 and the presence of minor mechanical issues in some trays sourced from flight towers. Performance metrics indicate an average tower efficiency of 99.5%. The findings will aid in calibration studies as Tower 16 serves as a spare module.
