Ingredient #1 A Plan The Multi-Year Plan 1997 “All county MR Programs, or local managing entities, must be required to have in place a local monitoring team that is independent of the local service system and that is made up of a majority of individuals/family members. Outcomes for people and individual/family satisfaction should be the major focus of the assessments.”

  3. Ingredient #2 The PAC – Planning Advisory Committee • DD Council • P&A • Temple UCED • Self Advocacy Groups • Family Groups • County Administrators • Providers Partnership

  4. Ingredient #3 • The Penna. Council on Developmental Disabilities – Graham Mulholland was willing to fund a pilot to prove it could work. Somebody willing to try the idea to prove it will work

  5. Ingredient #4 • Kevin Casey at the P&A • Self Advocacy Groups • Family Groups Champions

  6. Ingredient #5 • Celia Feinstein Temple UCED Worked with self-advocates, families, advocates, counties, providers and state staff to design and pilot the idea. Someone to design & run it

  7. Ingredient #6 • Pa. County Administrators never hesitated to implement an over sight system that evaluated their performance! Willing government entities

  8. Ingredient #7 • Pa. Providers, while legitimately concerned about objectivity and fairness, opened their doors freely. Willing providers

  9. Ingredient # 8 • The Deputy believed in it • The senior staff believed in it • They proposed and defended the budget for IM4Q • They contracted with Temple U. • They built into the states QM system • They made it a county requirement Support in the State DD Agency

  10. Ingredient #9 • Secretary Feather Houston supported the idea…..because she heard from everyone • Governor Ridge funded IM4Q Support of the Governor and Secretary of DPW

  11. Ingredient #10 • The IM4Q Entities • Self-Advocates • Families • Friends and Neighbors • Interested Citizens People who do the work day-in and day- out with commitment
