Provincial Elders’ Conference (PEC) • The PEC provides priority-based leadership of all church ministries and administers the polity of the Province. • Composed of 7 members elected at Synod: • PEC President – David Guthrie • 3 Clergy – Ray Burke, Neil Routh, Chris Thore • 3 Laity – • Betsy Bombick, Gary Kniskern, Joyce Vance

  19. Provincial Elders’ Conference (PEC) Responsibilities include: • Vision and Direction • Relationships • Administration and Finance

  20. Provincial Support Services …. Overall purpose – provide supporting services (Financial , Human Resources, Archival and Risk Management) to all organizational levels of the Province Seven members • Two members of the BCM • Two at-large appointments by the PEC, one of which shall be a pastor serving a church • Two PEC members • PEC President

  29. 2013 Budgeting…It’s a New Day • PEC approved new Share method – 2013 & 2014 • Solely income based - membership not a factor • Looks at Church’s historical “ability to pay” • At least 10% but no more than 20% • Provincial budget now bottom up, not top down • If below 10% then Church must develop a plan • First year impact about $150,000 (i.e. $150,000 more money for ministry at the Churches)

  30. 2013 Budget Process …. • Overall “initial” responsibility – PSSB • Major factors for 2013: • Health insurance and other benefits flat • Salaries – No increases in 2013 • No Prison Ministry support in 2013 – still supported but “off budget” • Pension contributions up significantly • PEC “final” approval
