  4. The Regulators Role • Seeking compliance • Seeking effective implementation? • Providing advice and guidance?

  5. Effective Application of • Safety Management Systems • HF principals • Maintenance Error Management systems Will lead to a safer and more competitive industry

  6. Vital signs of a healthy MEMS • Senior Management buy-in • Just Culture • Reporting levels • Near misses being reported • Investigations establishing root cause • Feedback to employees

  7. The CAA’s Proactive Approach • Voluntary implementation • Support of existing and future initiatives • Support of industry groups • Promoting changes to the regulation • Influencing those we regulate

  11. Maintenance Management (Operators) need to focus on: • Oversight of its maintenance providers • Avoid unrealistic targets • Inappropriate tasks • Consider HF principals (SMS will drive this)

  12. Maintenance Organisations need to focus on: • Saying No to operators when appropriate • Developing error tolerant processes • Engine maintenance …and then flight controls, landing gear and cabin safety equipment

  13. A Word on Safety Management Systems • fully integrated i.e. Operations, maintenance management, aircraft maintenance, ground operations • Improved cooperation and communication • Not just the operator but the regulator too!

  14. What about fatigue….how is that being managed? • Risk based rather than prescriptive rules • Further guidance is being developed by the CAA and RAeS EMSG

  15. We do have a Safe Industry ….Is this a result of improved maintenance error management, newer more reliable aircraft requiring less maintenance, better maintenance standards and maintenance management…… Or are we just being lucky?

  16. The Way head • What’s the key to making these regulations add value in terms ofbusiness efficiency, cost savings and risk mitigation? • Whether its HF, MEMS or SMS its not just a change to the regulation, a bit of training to be shortly forgotten… • It’s a new way of life or a journey (that will never end)…
