Stormwater Runoff, Combined Sewer Systems, and Newtown Creek • Stormwaterrunoff & combined sewer systems at Newtown Creek: • devastates the ecosystem, • severely affects the economic value of adjacent waterway properties, • reduces usage of waterways for recreation or fishingpurposes, and • poses direct and indirect health hazards. • Cleaning up Newtown Creek is expected to cost more than $500M.

Project Benefits • Reduced Flood Control: keeping runoff close to the source and preventing sediment loading prevents streams from being overburdened with excess water during rain events that can cause flooding and severe erosion downstream. • Increased property value and tax revenue. • Reduced infrastructure requirements and development and maintenance costs. • Placing water quality practices onsite enhances public awareness of water quality issues and can lead to overall improvement in its quality of life. • Enhances opportunities for regional economic development through thoughtful design and planning. • Improved habitat.

Appendix: Calculations Stormwater Runoff Calculations Existing Runoff from Lots 2 & 3 (gallons/year) 497,241 Proposed Runoff from Lots 2 & 3 (gallons / year) 183,194 Net Proposed Captured Water for Lots 2 & 3 (gallons/year) 314,047 USEPA, 2004 Combined sewer outfalls in New York City flood during half of all rainstorms, discharging approximately 27 billion gallons of wastewater in an average rainfall year. ($670M) - The first facility went on line in December 1991. The other seven were finished and became operational by June 1992. $100M/YR, ($500M) - Three contractors were hired through five-year contracts to provide land-based biosolids management. The contractors were responsible for the processing, production and shipment of biosolids as high-quality soil amendments and the application thereof. $50M/YR, ($750M) - The long-term program currently costs, and includes three 15-year contracts that were let for the city’s entire biosolids production through June 2013. The total dry weather capacity of New York City’s sewage treatment plants is 1.8 billion gallons per day (Riverkeeper, 2005b). Cost per gallon of sewage treatment in NYC: $.23M/1400M gallons = $164/gallon $.23M/1,800M gallons = $128/gallon (164+128)/2 =AVG $146/gallon Assuming the proposed design will reduce the amount of stormwater runoff from the site by 314,047 gallons, the amount of annual savings in terms of water treatment costs are: 314,047 gallons/year x $146/gallon = $46M/year Pollution Externalities: devastate the ecosystem, severely affect economic value of adjacent waterway properties, reduce usage of waterways for recreation or fishing, pose direct (direct contact) or indirect (through consumption) health hazards. Scrubbing more than 150 years of industrial pollution from Newtown Creek is expected to cost more than $500M.
