  1. Climate Severity Environment Canada, a department of the Canadian government, has developed a climate severity index. This index is used to rate how severe a location’s climate is. To do this, the index looks at a number of factors. These include: • Extremes of heat or cold, wetness or dryness, windiness. • Poor air quality. • Continuous darkness or daylight. • Long periods of rain, snow, fog or restricted visibility. • Severe weather such as thunderstorms, blizzards, blowing snow, windstorms, tornadoes, hailstorms and freezing rain. • Limitations on outdoor mobility. Once these factors have been considered, a location is given an index rating. A low rating means that the climate is very mild (Victoria, BC, has a rating of 13). A rating near 100 means that the climate is very severe (Isachsen weather station, in the Northwest Territory, has a rating of 99).
