  1. Disaster Risk Reduction (DRR) in South East Europe Proposal for Regional Cooperation in Disaster Risk Reduction (DRR) in South East Europe

  2. Context • Concerned with consistency within countries of Western Balkans and Turkey in terms of their alignment with key elements of the European Commission (EC) Instrument for Pre-accession Assistance (IPA) • Proposal covers IPA Beneficiaries – Albania, Bosnia and Herzegovina, Croatia, Kosovo (as defined by UN Security Council Resolution 1224 of 1999), the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey • Builds on existing cooperation – Regional Cooperation Council and associated initiatives such as the Disaster Preparedness and Prevention Initiative (DPPI)

Disaster Risk Profile • Common hazards – seismic hazards a region-wide concern but this proposal is concerned principally with hazards of a hydro-meteorological origin – floods, droughts, landslides, snowfall, extreme temperatures and the need to better address the vulnerabilities of the region • Principle focus for the region is emergency response but interest now in addressing disaster risks (including vulnerabilities and capacities) more widely to address underlying causes through a reduction of disaster risks • Also, a strong desire to build resilience to climate change over the long-term

The IPA Beneficiary ProcessUNDP/EU Regional Project • The process covered each of the participating IPA beneficiaries • Preparation of an Assessment Report covering current capacities and institutions and needs • NatinalPolicy Dialogue to identify priority actions and a set of recommendations agreed and endorsed, for each IPA Beneficiary • Outcomes of the reports and dialogues together with additional stakeholder consultation have contributed to this proposal

Proposal for Regional Cooperation • Under the overall process of EU enlargement • Previous projects have supported the strengthening of DRR and improved data collection and management • South East Europe Disaster Risk Management Initiative (SEEDRMI) • South East Europe Disaster Risk Mitigation and Adaptation Programme (SEEDRMAP) • This proposal has emerged from activities jointly implemented by UNDP and WMO. • UNDP component – “Regional Programme on Disaster Risk Reduction in South East Europe” • WMO component – “Regional Cooperation In South Eastern Europe for Meteorological, Hydrological and Climate Data Management & Exchange to Support DRR”

  6. The Goal of Regional Cooperation To establish a set of practical steps that will lead to the strengthening and enhancement of disaster risk management in the IPA Beneficiaries at different levels through regional action as a component of conditionalities covering EU enlargement.

  7. Objectives of Regional Cooperation (1) • To establish a sustainable mechanism to support the strengthening and development of DRR among participating IPA Beneficiaries • To ensure a forum for the exchange of knowledge and experience of DRR and to document lessons learned and establish good practice. • To identify areas of potential collaboration between participating IPA Beneficiaries to the mutual benefit of the partners in reducing the potential for disaster risk across the region.

Objectives of Regional Cooperation (2) • To promote regional activity aimed at supporting the integration of DRR into ongoing regional development. • To stimulate the development of capacities in DRR within the region as a whole. • To promote a regional debate around the importance of building linkages between DRR and CCA and thus promoting integrated programmes seeking to optimise funds and resources. • To create a mechanism for mobilising resources for DRR on a regional basis.

Thematic Areas Of Regional Cooperation (1) • Governance – the development or harmonization of genuine DRR policies, plans and programmes • Governance – the establishment of DRR Platforms in all IPA Beneficiaries • Governance and Capacity Development – establishing a capacity development programme in support of DRR growth and development • Governance – developing joint DRR and climate change adaptation programming

Thematic Areas Of Regional Cooperation (2) • Risk Identification – the development of “all-hazards” approaches to DRR programming and Establishing sustained risk assessment • Strengthening emergency preparedness and response • Building Community Resilience – creating mechanisms for engaging communities in DRR programming and implementation • Education and Awareness Raising – investing in education and awareness raising for DRR • Gender – establishing the criteria for integrating gender concerns into DRR programming

  11. Institutional/Operational Aspects • Use of existing regional mechanisms such as DPPI as coordinator/facilitator • Maximise the benefits of regular contacts between IPA Beneficiaries in emergency response and preparedness • Use the UNISDR Regional Platform

  12. Potential Deliverables • A regular political-level forum to review progress • A regular technical-level such as regional platform to share knowledge and experience in the implementation of DRR • Development of guidelines and tools in support of DRR implementation • An annual awareness raising event, perhaps linked to International Disaster Reduction Day • Task forces focusing on different topics (for example, improving the capacities of emergency response services and hydro met services
