  1. The Eight Components of the Assurance of the Kentucky Women’s Cancer Screening (KWCSP) Services Melody Stafford, RN Program Director

  2. ProviderRecruitment All contracted providers must follow the Kentucky Women’s Cancer Screening Program Guidelines. Local Health Departments (LHDs) without community providers or providers unwilling to participate must provide KWCSP services.

  3. Clinical Services Training for Providers Local Health Departments will train providers on CDC and KWCSP requirements. LHDs will establish procedures to assure LHDs receive data and clinical information to ensure continuity of care. LHDs will train provider’s support staff on program eligibility and components and consider staff attrition for ongoing training needs and updates.

  4. PATIENT EDUCATION Local Health Departments will train providers on program requirements for patient education.

  5. DATA COLLECTION Local Health Departments will train providers and staff on proper completion of the ACH-58 and other KWCSP approved forms that capture the CDC’s required data elements.

  6. BILLING Local Health Departments will train providers and staff in CPT allowable procedures. Providers will submit invoices to LHDs for reimbursement in a timely manner. Providers will be educated that procedures or services that are provided outside the KWCSP guidelines will not be reimbursed.

  7. PATIENT FOLLOW-UP Local Health Departments will follow all KWCSP patients screened by local providers with federal funds; LHDs will case manage all KWCSP patients with abnormal CBEs, Pap and mammogram results; LHDs and/or contracted provider will maintain a mammogram and Pap log and ensure diagnostic services are provided to the KWCSP patient. LHD staff will refer all eligible KWCSP patients who need treatment services to the Breast and Cervical Cancer Treatment Program (BCCTP).

  8. QUALITY ASSURANCE Local Health Departments will establish a quality assurance program to ensure the highest quality of services continue to be provided through the assurance provider to the KWCSP eligible population.

  9. EVALUATION The Kentucky Women’s Cancer Screening Program will evaluate the effectiveness and efficiency of the KWCSP Local Health Department Screening Assurance Program.
