Background • Originally, the region consisted of three distinct electrical zones • Lacked common planning platform, software • Limited communications among system operators • BSTP Established in 2004 with signing of the Sofia Memorandum of Understanding (MOU) • Members reaffirmed commitment in 2007/2008 with signing of Phase II MOU • Phase I concluded in 2007 • Phase II reaching conclusion in February 2010

Analysis Capability of The Working Group • BSTP WG developed strong analysis skills and accurate tools for assessing the efficiency of the investments not only from national point of view but also from regional point of view. • Network models developed according to the long term national development plans • Annually updated according to the significant developments • Complete network models for middle and long term horizons, for both steady state and dynamic stability analysis • High level expertise regarding the possible transfer scenarios and technical conditions for such market base transactions • Technical and economic analyses

  5. Goals • Promote regional transmission planning among Black Sea TSOs • Harmonize transmission planning principles, methods and perhaps, methodologies • Identify priority investments in transmission systems & interconnections

  6. Objectives • Create sustainable international expert transmission planning Working Group (WG) • Support common planning software platform (PSS/E) • Analyze regional system to identify bottlenecks • Identify potential transmission investments needed to enhance trade • Promote analytical results to policy & regulatory authorities

Governance & Operations • MOU • Steering Committee • Working Group - 2 participants from each TSO • Project Technical Coordinator: Transelectrica • Annual Workplan • USAID & USEA provide technical, financial & admin support • TSO Cost Share • Model Integrator: Electricity Coordination Center of Belgrade

Accomplishments • Regional Planning WG Firmly Established • 43 Engineers Trained – Steady State & Dynamic • PSS/E Updated Annually • National & Regional Transmission Models Developed • 2010 – Steady State (winter peak, summer off-peak, summer peak) • 2015 – Steady State (winter peak, summer off peak, summer peak) • 2015 – Dynamic (winter peak, summer off peak, summer peak) • 2020 – Steady Statewinter peak, summer off peak, summer peak) • 2020 -- Dynamic (winter peak, summer off peak, summer peak) • Inventory of Network Reinforcement & Generation Projects through 2020 • Economic/Financial Analysis of Transmission Projects Training • Region-wide Survey on Transmission Planning Criteria • System Analysis & Reporting
