Towards Strategy and Influencing Factors of Library Performance Evaluation 1 intrudction Library performance evaluation refers to all the aspects of library businesses, including top manager`s attitude and behavior, supports and decisions provided by leaders, and the routine works of each grass-roots unit of library, so the influence factors of library performance evaluation are various. We exposit the influence factors of library performance evaluation, and their influence mechanism, Based on the above analysis, we sum up the relevant policies and strategies of library performance evaluation.

Towards Strategy and Influencing Factors of Library Performance Evaluation 2 performance evaluation and its application 2.1 the application of business performance evaluation The current business performance evaluation system in China is formulated in 1999, it is constituted according to the demands of transform the government functions and strengthen the monitor on state-owned business under the system of socialist market economy . Now we particularly introduce the two typical enterprise performance evaluation methods: one is Economic Value Added (EVA) which aims at the enterprise targets, the other is Balanced Score Card (BSC) which aims at the key tactic dimension for achieving enterprise targets. EVA is a specific application of the idea of maximize enterprise value in enterprise performance evaluation. Balanced Score Card was created by Robert S. Kaplan and David P. Norton in the end nineties of 20 century. This method is based on the enterprise tactic of cultivating enterprise core competitive strength and establishing future competitive superiority.

Towards Strategy and Influencing Factors of Library Performance Evaluation 2.2 the application of government performance evaluation Government always has a very huge structural system, and its functions and affairs involve to all the aspects of social life, so lots of government performance evaluations just aim at one certain aspect of it. Currently, lots of related researches are carrying through by academic circles in China and abroad. In terms of local government public service management performance evaluation, the word development index in 2001 issued by the world bank, has ten main-category indexes that related to government public service management performance.

Library performance evaluation is also called “effect evaluation”, ”performance evaluation”. Generally, people consider that library performance evaluation uses both qualitative and quantitative methods to estimate and measure the works and targets of library. “information and literature work-library performance index” ISO/11620 (1998): effectiveness supplied by library and efficiency in service supplied by appropriating funds and resource using. RichardOrr put forward : How good is this library?” and “How much good does this library do?”

Towards Strategy and Influencing Factors of Library Performance Evaluation 6 Summarization When we design the index and system, we should pay attention to the following things: ① the system should be consistent with the library’s overall target; ② the system should consider the future on the base of actuality, and incarnate characteristics and requests of modern library; ③ the design mode and evaluation method should notice maneuverability, practicability and measurability; ④ the system should be objective. We should try to set down the item indexes considering all aspects, and make sure the system is comprehensive.
