Enhancing ODA Reporting: A Comprehensive Financial Management Framework

This project focuses on developing a robust financial management manual and reporting framework for Official Development Assistance (ODA) in Slovakia. Led by an experienced project team from Sweden, Italy, and Norway, the initiative aims to ensure transparency, credibility, and efficiency in reporting for both multilateral and bilateral assistance programs. By improving the absorption capacity of ODA funds and establishing clear guidelines, this initiative seeks to support poverty eradication and enhance human rights in underprivileged regions.

  3. Definition of ODA • Multilateral and Bilateral Official Development Assistance with the main ambition to eradicate poverty and increase the rights and dignity of humans in the part of the world which is not as fortunate as us.

  4. Why are we here????? • V4 Countries have ”joined the Club” – - Obligations (EU, UN, DAC, OECD…) - Respect • 2010 0,17% of GDI - Increase ODA Funds - Trace ODA ”Black Holes” - Report Correctly

  5. Why are we here????? • Absorption Capacity has to increase • Credibility and Legitimacy from Public • Starting from Scratch = Golden Opportunity! • Financial Management/Reporting correct

  6. Main principles for SlovakDAC/CRS Reporting System • It shall be simple and comprehensive • DAC and CRS shall be reported as one reporting • An ODA Reporting Officer has to be appointed by MoFA and specially trained regarding DAC/CRS reporting. A back-up person at MoF shall be trained

  7. …principles continued • Proper Guidelines and Instructions to be sent to all actors. • The model can presently be applied in a simple Excel file, but could later be transformed into a proper IT format. • The model shall be unlimited in the sense that new codes/measures can be added

  8. ….principles continued • The Project Holders/Intermediate bodies are responsible for the Quality of reporting. The ODA Reporting Officer for the Compilation of the material. • The elaboration of the Reporting System shall take its starting point in existing Slovak reporting systems

  9. …principles continued • Slovak Government/MoFA has to make their own definition of certain issues. • The report format shall indicate the budget line from which funds are allocated. • A proper filing system for handling of records should be established

  10. ….principles continued • The legal system to enforce actors – mainly Ministries - to report properly has to been enhanced.

  11. The System will include… • Instruction and explanation in the Financial Management Manual • An A4 Guideline Sheet • References to proper DAC manuals and existing detailed instructions

  12. Suggested statutory reporting • A separate project list, indicating a number of factors, based on existing reporting systems at TF and BBF • A project description of each ODA Projects should be filed by the respective actor.Certain data in this should be compulsory.
