In 1995 Hurricane Luis and Marilyn impacted the southernmost area of Dominica destroying 90% of banana crops resulting in the loss of livelihood of 6500 farmers and their dependents. Additionally, 300 homes lost their roofs. • APPEAL • Short term food relief • Roofing Materials
OBSTACLE • No focal point identified in national disaster plan to assume lead role in relief distribution
OPPORTUNITY • Establishment of NGO Relief Committee comprised of representatives of: • Red Cross(Chairman) • CBO’s • Service Clubs • Media • Church • Port Authority • Relevant Government Departments
CONSEQUENCES • Improved channel of communications between government and Committee • Utilised knowledge of CBO’s in producing beneficiary list • Existing linkages with donor agencies enhanced donor assistance • Enabled impartiality in distribution of relief supplies
Circumvented political interference • Enabled full transparency and accountability • Reduced distribution costs • Ensured timely narrative and financial reporting
CONCLUSION On conclusion of the 4 month programme 460 MT of food and 7,600 sheets of galvanise roofing material had been distributed to 38,000 persons. ACTIONS TAKEN NGO Relief Committee integrated into National Disaster Plan
