  4. Who are we? (mission) • NAPA, Office of the President of Ukraine - national higher educational establishment with a special status in the system of training, retraining , and in-service training of public servants and officials of local self government bodies.

  5. Where are we? (Positioning) • NAPA – the main establishment (for the defined set of responsibilities) in the system of training, retraining , and in-service training of public servants and officials of local self government bodies. • NAPA is also included into the system of executive branch of power (as one of mechanisms of an influence of the President of Ukraine on the functioning of system of authority and formation of higher corps of public service)

What is our product? 1 • Masters (Bachelors) of State  Management with high  academic and professional-educational background of modern understanding of content and skills in democratic governance with an aim of country democratic development and providing of quality public services (9 specialities in the field of State Management).

  7. What is our product? 2 • Retraining, in-service training of public servants and officials of local self governments bodies during whole professional life on the basis of defined competences accordingly to positions’ categories and gaps in those competences in an individual order (on the order of MDCS and other stakeholders) • Preparation of professors of educational field “State management” for other Universities

  8. Our partners • Main Department of Civil Service!!! • Universities (20), that implement Master Programs in State Management ( only for specialty “civil service” of educational field “state management”) • Other stakeholders

  9. NAPAvs MDCS1 - MDCS • Strategy development of Civil Service of Ukraine • Training programs for higher corps of civil service (license, accreditation???) • Training needs analysis concerning retraining and in-service training of public servants, defining order

  10. NAPAvs MDCS2 - MDCS • Formation of profiles of competences concerning each category of positions’ categories of Civil Service • Diagnosis of gaps in competency of each public servant with an aim to form individually-directed programs

  11. NAPAvs MDCS1 - NAPA • Training programs (OKKh, OPP), training procedures - master, bachelor? • Scientific researches– strategy of development of “State Management” science, PhD, Doctoral studies

NAPAvs MDCS2 - NAPA • Training, retraining, in-service training of public servants and officials of local self-government bodies accordingly to defined by MDCS training needs • In-service training for professors of disciplines of training filed “state management” for all Universities of Ukraine
