PROJECT AIM • Presenting (in the selected areas), the modern approach to agriculture originated pollution solving method • With the help of pro-environmental investment subsidizing, for app.1000 farms, decreasing fertilizers compounds load from agriculture production. • Application of experience gained from the pilot project in further, larger-scale projects.

PROJECT ORGANISATION STRUCTURE • Project Implementation Unit has been established and Project Steering Committee, consisting of Ministry of Agriculture (3 members), Ministry of Environment (2 members), NFEP (3 members), European Integration Committee (1 member), Ministry of Finance (1 member) and representatives of Chambers of Agriculture (one representative per one pilot region). • Steering Committee proposed selection criteria for choosing the regions for the project implementation. Basing on the criteria three regions were chosen (Elbląg region, Toruń region, and Ostrołęka/Łomża region). The decision was approved during the visit of the World Bank Mission (Oct. 10-16.1998).

  17. PROJECT ORGANISATION STRUCTURE • Local Implementation Team(one per each pilot area), has been established, for project management on local level. As a result of the tender procedure, three LITs were appointed: • AroundToruń– Operational Unit of the Regional Agriculture and Rural Areas Development Center in Przysiek, 87-134 Przysiek. • Around Elbląg – Operational Unit of the Regional Agriculture and Rural Areas Development Center in Stare Pole, 82-220 Stare Pole, Marynarki Wojennej Str. 21. • Around Ostrołęka/Łomża– Practical Training Center „Consrol”, Nowa Ruda, 18-525 Turośl.

  18. MAIN CRITERIA OF CHOOSING FARMS ELIGIBLE TO PROJECT • Farm is owned by one family • Farm owns at least 10 LA(Large Animal units) • Stock does not exceed 1,5 LA/hectare • Farm has basic technical equipment and is economically effective

INVESTMENTS COVERED WITH PROJECT Project subsidizes the following environment protection investments included in the Farm Management Plan: • Tanks for liquid animal waste and connections between tanks and pads • Manure pads • Buffer strips on the edge of creeks and water reservoirs • Environmental equipment for common usage by groups of farmers

PRINCIPLES OF INVESTMENT CO-FINANCING • In case of special equipment purchase for farmers’ organizations, grant amounts up to 50%of the cost of purchasing • In case of purchase of seed and seedlings necessary for buffer strips, NFEP covers up to 100% of costs (providing that there is guarantee of proper purchasing procedure and seeding design)

  36. INVESTMENTS – SOCIAL FUNDS APPROACH Project investments are designed according to the „social fund” approach. The principles are described in the Project Operational Manual. The idea of the funds is to establish „demand driven financing”. According to the principles: ...”are not intended for in advance decided investments but are locally prepared application are awarded. They promote certain activities framing projects (and sub-projects) assessment criteria. The criteria include efficiency measurement and implementation monitoring. The idea of the project is based on social funds but its goals are more environmental than social”... - citation from Operational Manual, Appendix 16, p.3.

SUBSIDISING LIMITS (a) • Subsidizing environmental investments in farms is planned (manure pads, manure storages) up to the maximal subsidizing limit: • Up 10.000 USD per one farm and with farmer input min.30% The intention is to restrict participation of large farms, which can rather be called „meat factories than family farms. Project is directed to family farms, according to the decision of Steering Committee, approved by NFEP Managing Board and by World Bank. Farmers’ advisor from LIT, together with farmer, assess the current performance of a farm, prospect and needs concerning the size of a manure storage and/or manure pad. Basing on visits and data from Chambers of Agriculture, it can estimated that storages from 30 m3 (cost, out of preliminary calculations, app. 15.000 zł) up to 450 m3 (cost about 65.000 zł). Thus, subsidizing contribution starts from 10.500 zł (i.e. 2.600 USD), but not more than 40.000 zł (i.e. Not more than 10.000 USD) although from at the first sight it could be concluded that in such a case 70% gives bigger amount than equivalent of 10.000 USD).

SUBSIDISING LIMITS (b) • Another limit, restricting participation of too small and prosperous farms, is one that a farms need to have at minimum 10 LAU (i.e. cows more than 500 kg each or e.g. 20 young cows or 50 calves etc.) • The last limit is the restriction of animals number by farm size. The limit is 1,5 of LAU/ha. The limit is intended to eliminate the case of intensive animals waste production without possibility to proper usage of it. It would be incompatible with the aim of the project i.e. decreasing pollution entering surface and ground water. In other words, important is not only to store the animal waste properly but also to utilize it properly.

  48. PRINCIPLE OF TENDER for works All decisions within the project are based on tenders, according to the World Bank procedure. The construction firms are appointed through tenders, after public advertisement, checking their experience etc. Lower prices comparing with preliminary financial proposal are appreciated. More farms can be covered by the project! For storages construction, the cheapest proposal is chosen, but with keeping quality standards, which are precisely set, according to Polish Standards related to construction technologies (feasible technologies, if concrete storages than with the appropriate durability, proper concrete standard, proper steel reinforcement, i.e. concrete min. B20, watertight level min. W6, frost proof min. F100).

  49. FINAL CONCLUSION If a company or suggest that such investments could be done cheaper - they are invited for tender!!! (basing on open procedures and according with existing tendering procedure regulations). Of course, the only method of solution confirmation, is empirical test. The project is implemented in phases, which allows to adjust its elements, with the final solutions that can be a basis for investment and non-investment tasks of this type.
