  3. Introduction to ESSA The Department of Labour has recently launched its Employment Services for South Africa (ESSA) system

  4. ESSA aims to provide a free public employment service for South African citizens. The service is to be provided both as a self-help service and through trained professionals. It will be accessible at a variety of service points, including Labour Centres, Multi-Purpose Community Centres, Mobile Units and through the Internet.

  5. By matching work-seekers to opportunities, ESSA aims to contribute towards the Government’s Programme of Action to halve poverty and unemployment by 2014.

  6. Using ESSA ESSA will be used for three main purposes: • Individuals • Organisations • SETA’s

  7. Individuals • Individuals will be able to register on the site if they are looking for a learning or work opportunity • Once they have registered and logged in, they will be able to search the database for available positions

  8. Once they have captured their details, the system will assist them by matching them to potential employers

  9. Organisations • Organisations are able to register and login when they have learning or work opportunities available • The organisation will then be able to post opportunities and receive applications. • These applications received, will already have undergone certain checks and met criteria

  10. The organisation will be able to see a history of applicants and thereby manage the opportunities it has placed on the system

  11. SETAs • SETA’s will need to register and logon on to the system in order to upload the Scarce and Critical Skills information. • This is an update for Chapter 4 of the Sector Skills Plan – and occurs annually • This Scarce and Critical Skills information is categorised according to the OFO

  12. How to Access ESSA • You can access ESSA by logging onto: www.essa.labour.gov.za/SetaUploads/ • Once you are in this page, you will be able to select the option you need and use the system

  13. Scarce & Critical Skills for 2006/07 • The list for identified scarce and critical skills was submitted to ESSA on August 31, 2007 for the financial year 2006/07. • The list is attached as a handout in your pack.
