Provisions of Major Health Reform Proposals Senate HELP, Senate Finance, House Tri-Committee Common Provisions: • Individual mandate • Medicaid expansion – 150% / 115% / 133% FPL • Premium subsidies – up to 400% FPL (sliding scale) • Insurance regulations – renewability, guarantee issue, rating • New insurance gateway (s)

Provisions of Major Health Reform Proposals (2) UnCommon Provisions: • Public insurance option – Senate Finance = “Co-ops” • SCHIP expansion – Senate Finance = to 250% (2013) • Employer mandate – not Senate Finance • Primary care – Senate Finance and House Tri = increase payments • Community prevention – Senate HELP = grants to state & local govs and CBOs; House Tri = state grants for PH • CHCs – Senate HELP = funding to increase # CHCs and school-based clinics
