  18. Recommendation # 2 • Develop financial strategy to achieve goals by: • Identifying preferred funding sources • Manage the City’s costs through either: • Reprioritization of the current five year Capital Expenditure Program (CEP), OR; • Approval through a referendum on the ballot in November.

  19. Recommendation # 3 • Partner with: • Other levels of government, outside agencies and community groups • Access funding for: • Development, education, & promotion

  20. Recommendation # 4 • Aside from the Capital Costs, establish annual budgets for: • Land acquisition • Trail planning and design • Trail maintenance • Winter maintenance program • Minor Capital improvements for trails • Trail promotion and marketing

  21. Recommendation # 5 • Work with the Province to improve access on the north end of the new Simon Fraser Bridge. • Ensure 3m minimum • extending underneath new structure

  22. Recommendation # 6 • Improve non-motorized transportation off the John Hart Bridge. • Ensure a 3m Multi-Use Trail separated from the traffic on both the west and east side

  23. Recommendation # 7 • Work with PG Cycle Club to assist in establishing Mountain Bike Park in North Nechako. • Integrate into the trails system

  24. Recommendation # 8 • Establish a “Kilometer O Plaza” • Along the Heritage Rivers Trail • As a key feature of the trail system in Cottonwood Island Park • Should reflect Aboriginal Heritage

  25. Recommendation # 9 • Blackburn Connector to MU Granular • Hart West Loop to MU Granular • Valleyview Loop and Valleyview Connector to MU Granular • Add a new trail from Cameron Street through Crocker Park to Winnipeg.

  26. Recommendation # 9 • Add stairs to Connaught Hill • Add secondary route around the northeast side of the Hudson Bay Wetland area. • Immediately recognize informal trail from Exhibition Park to UNBC as “Local Trail”.

  32. Recommendation # 12 • Dedicate staff position that would be coordinator / planner for trails (non-motorized transportation). • “Trail Planner”, “Community Pathways Coordinator” or “Pathways Planner”.

  33. Recommendation # 13 • Create a Trails Master Plan Bylaw. • The intent of the bylaw would be to implement the trail alignments, use, and standards.

  34. Recommendation # 14 • Create an ‘Amenities Bylaw’ • Require developers to construct trails and trail-related infrastructure as a condition of their approval for land use change (e.g. rezoning) or subdivision.

  35. Recommendation # 15 • Develop formal consultation process to be used when final trail design/routing is being developed.

  36. Recommendation # 16 • Sponsor annual campaign to encourage use of trails. • With Active Communities Committee

  38. Recommendation # 18 • Create a Trails Implementation Task Group. • Led by staff from applicable departments • Includes one or two representatives from the public/user groups. • Charged with implementation and reporting back to Council & the community on an annual basis.

  40. Previous Recommendations • Ensure trails are integrated into development of new golf course • High standards on both the new course & the old one.
