Reported by ERCOT in the DAM _Issues_List08092010_ver5.xlsx The “DAM Issues List” worksheet in cell N4 • [ERCOT 8/18/2010]CDCWM-CMPST(69KV) is a radial line connecting to load at CMPST 69KV and WALST 69KV for contingency SCMIND8. The contingency SCMPIND8 : two 2 138 KV lines outaged: INDST-CMPST, CMPST-CDCSW: caused load at CMPST 138KV 100% rollover to CMPST 69KV. The total loading at station CMPST 69 and WALST 69 caused CDCSW 69 to CMPST 69 to become binding. • The DAM awards at solution of DAM OD 8/15 hour 21 is as following – Load at CMPST (138 KV) = 16.2 MWLoad at CMPST (69KV) = 30.2 MWLoad at WALST (69 KV)=25.5 MWLineFlow CMPST - WALST (69KV) = 25.6 MWLineFlow CDCWM-CMPST(69KV) = 55.8 MW - binding at 72 MW for contingency SCMPIND8.Line limit CDCSW-CMPST (69 KV) = 72 MVA – after contingency load rollover causes this line to be binding138KV LDF1 rolls- over to 69KV LDF2 - both at CMPST • THE COMPTON STREET AREA CONNECTIVITY WITH THE ABOVE LAODS IS SHOWN IN THE FOLLOWING SLIDE

  3. Compton Street Connectivity • Given the post- contingency values that would appear on the line from CDCSW to CMPST, Luminant would agree that the line would be over its limit. 25.5 MW + 30.2 MW + 16.2 MW = 71.9 MW which is over the line limit of 70 MW.

  4. The ERCOT DAM load distribution factors published on 8/14/10 at 07:00 reveals the following for 8/15/10. • The DAM load distribution factors do not appear to match the solution magnitudes quoted in the spreadsheet, Cell N4. The total Compton Street load quoted in the spreadsheet is 46.4 MW. The LDF on the ERCOT DAM report is 24.6 MW. The 69 KV portion of Wall Street quoted in the spreadsheet was 25.5 MW. The DAM LDFs are 16.89 MW. • If the values that are shown in the DAM LDF sheet above were used, the Compton Street line would not have overloaded.

  5. As a double check, another DAM LDF was retrieved from the ERCOT website to check on another set of LDF values. The results are shown below. Note the time is hour ending 17:00 of 8/20/10.

  6. To further explore the load on Compton Street, actual State Estimator values were retrieved. Finally a comparisonis made to the SSWG planning case • Below are the station loads for Compton Street and Wall Street stations from the 2010 SSWG case dated 04/16/2010.  • Compton Street 138 kV station:  Load 13.45 MW, 4.490 MVAR • Compton Street 69 kV station: Load 10.848 MW, 3.651 MVAR • Wall Street 138 kV station:  Load 38.017 MW, 19.291 MVAR • Wall Street 69 kV station:  Load 23.121 MW, 7.467 MVAR

  7. Conclusion • It appears that ERCOT quoted solution does not relate well with either the DAM LDFs, SSWG planning case, or the State Estimator data. Approx 72 MW of line loading in the solution does not compare favorably with about 40 – 50 MW utilizing other data sources.
