PA Change Order Recommendations Change Order # 40 dated April 6, 2005 • Purpose – To add an additional pooling administrator to the current staff to help manage the increase of applications received by the PA. • NOWG’s assessment – Section 2.3 of the PA Technical Requirements dated November 30, 2000 reads: “Pooling administration staffing shall be at appropriate levels to ensure that the contractor can efficiently perform the functions as identified.” The NOWG believes that the staffing requirements should be met within the parameters of the current technical requirements under which the current contract was awarded. • Recommendation - The NOWG recommended that this change order not be approved. PA Change Order Recommendations Continued Change Order # 41 dated May 4, 2005 • Overview – In Change Order 24 the NOWG recommended the PA “conduct a one-time scrub of the PAS database using NPAC data”. This lead to Change Order 26 in which the PA analyzed a sampling of one NPA in each NPAC region to determine the scope of the contamination issue with donated block(s). Note the NOWG determined that a one-time scrub of the PAS database was warranted at the time due to the proposed costs associated with Change Order 24. The outcome of these two events has lead to Change Order 41. • Purpose of Change Order 41 – To implement the NOWG’s recommendations made to Change Order 24 for a one-time scrub of the PAS database and outlines other various items the PA will do in an attempt to educate SPs on their responsibilities when donating block(s) to the pool (such as, adhering to the 10% contamination rule, completing intra-service provider ports prior to donation of block(s), and correctly indicating whether or not the block(s) are contaminated). The NOWG requests that the PA present the results of the one time scrub to the NOWG via a conference call using the same format as the sample report generated from Change Order 26. One year after the reconciliation, the NOWG and the PA will seek input from the industry as to any increase or decrease in the frequency in which SPs are encountering erroneous block contamination. It is the understanding from Change Order 41, that the straight overtime cost is included in the $6,209 anticipated cost to implement the proposed change order. • Recommendation - The NOWG recommended that this change order be approved. Due to the critical nature of this issue, the NOWG also recommends that the FCC stipulate upon approval that the PA initiate work within 30 days and then complete their tasks within 120 days or less. NANPA Change Order Recommendations Continued Change Order # 5 dated April 22, 2005 • Purpose - To propose a change of scope to existing NANPA operations and eliminate the current “manual” process for retrieving NRUF Form 502 EXCEL spreadsheets from the cocus@neustar.com mailbox and parse the data. This change order will automate the entire process and change the location of the NRUF data (emails and spreadsheets) from the current location on NeuStar corporate resources to a new server dedicated to NRUF. There is no cost associated with this change order. • Background – NRUF was not included when NANPA “rolled out” the Number Administration System (NAS) on February 9, 2004. It was later added to NAS on May 24, 2004. Since then NANPA has been using a Microsoft Access database (“tool”) to retrieve the NRUF Form 502 EXCEL spreadsheet(s) from the emails sent by service providers. This tool ensured that the data extracted from the EXCEL spreadsheet(s) included both the data as submitted in the spreadsheet(s) by the service provider as well as the data calculated by a formula contained within the spreadsheet (e.g., quantity of available numbers and utilization). This change order will automate the process thereby eliminating the need of the NANPA staff to do this manually. It will also store the email(s) and data on a new server that will be dedicated to NRUF and remove the existing information from NeuStar corporate resources.  • Recommendation - The NOWG recommends approval of this change order.   8. Status of NANPA and PA 2004 Performance Surveys • NANPA and PA surveys were distributed via bulk e-mail by the NANPA and PA administrators as well as posted to each of their web sites. The NARUC and the INC sent notices via their distribution channels.  All parties sent reminder e-mails and the response due date was extended to March 31st. • The NANPA operational review was held in Sterling, VA in March and the PA operational review was held in Concord, CA in April. • The NOWG met in Denver, CO the week of May 2nd to compile the survey results and to begin both draft evaluations. • Conference calls will continue to be held until the preliminary report is completed. The tentative date to share the preliminary report with the FCC, NANPA and the PA is June 22, 2005. • The NOWG will deliver both final performance evaluations to the NANC at the July NANC meeting.
