3. NANPA and PA Administrator Contract Consolidation • The NOWG held several meetings to discuss a proposal to consolidate the NANPA and PA Administrator Contracts. • Activity focused on identifying potential operational efficiencies and developing a list of benefits and risks. • The NOWG reached consensus on the following recommendation: • The NOWG recommends that the FCC consider consolidating the NANPA and PA Administrator contracts. For the FCC’s consideration, the NOWG provides the attached input which documents some of the benefits and risks of a contract consolidation. • The NOWG requests that the NANC endorse the above recommendation and submit to the FCC.

4. PA and NANPA Change Orders • The following new Change Orders were submitted since the last NANC meeting: • PA Change Order # 24: Enhancement of the FTP Interface with the Pooling Administration System (PAS) • Incorporates additional functionality in the file transfer protocol (FTP) interface with PAS to allow it to more closely conform to the GUI experience. (No-Cost Change Order) • NANPA Change Order # 1: Update the 5YY Requirements for Resources and Update Service Description for Use of 5YY Resources • Significantly modifies the NANP Administration System (NAS) functionality applied to non-geographic 5XX-NXX resources to model functionality available for central office codes from geographic area codes.

7. 2012 Performance Surveysfor the NANPA, PA and RNA • The 2011 NANPA and PA survey forms were reviewed and updated by the NOWG with input from the NANPA and PA. • The NOWG worked with the RNA to develop the first annual RNA survey form. • Proposed Timeline: • Survey Deployment – January 2, 2013 • Responses Due – January 31, 2013 • NOWG Presentation of Performance Reports –June, 2013 • NANPA, PA, and RNA 2012 Performance Surveys and Cover Letters were distributed to the NANC for review. • The NOWG requests NANC approval of the 2012 Surveys.

8. Co-Chair Position • NOWG co-chairs serve two-year terms, and elections are held annually on a rotational basis. • In October, the NOWG held an election for one of the co-chair positions. • Laura Dalton, Verizon Communications, was nominated and elected to continue in her current role for 2013 and 2014. • The NOWG respectfully requests the NANC’s concurrence on the election.
