  3. National Incident Management System (NIMS) The National Incident Management System (NIMS) released in December 2008 supersedes the March 2004 version of NIMS.

  4. FEMA Personnel NIMS Training Requirements All FEMA employees are should take the online ICS 100, 200, 700, 800 courses which can be found at the Emergency Management Institue (EMI) Website http://training.fema.gov/IS/NIMS.asp Presently FEMA has limited direction for 300 and 400 Incident Command system courses. FEMA Headquarters Training states : Permanent Full Time employees (PFT) are not presently directed to take these level of courses Disaster Assistance Employees (DAE’s), will take these courses as their credentialing plans dictate. Joint Field Office (JFO’s) personnel will take these courses as the FCO dictates.

New Federal NIMS Implementation Objectives Homeland Security Presidential Directive 5 (HSPD-5) Management of Domestic Incidents called for the establishment of a single, comprehensive national incident management system. As a result, the U.S. Department of Homeland Security released the National Incident Management System (NIMS) in March 2004. By December 31, 2004, the head of each Federal department and agency was required to submit a plan to adopt and implement the NIMS Federal department and agency plans must reflect full adoption and implementation of the NIMS by September 30, 2005. The Secretary of DHS has just authorized a new federal NIMS implementation objectives program to measure NIMS compliance.

  6. New Federal NIMS Implementation Objectives, cont. This program will require all federal agencies including FEMA to develop, or use their existing, NIMS implementation program and to meet the federal objectives which cover areas such as training, exercises, and response doctrine. All federal agencies will now report compliance with the objectives on the FEMA NIMSCAST (NIMS Compliance Assistance Support Tool), by the end of the fiscal year, that the states have been using for the last several years. In FY 2010, there are 22 Implementation Objectives for Federal Departments and Agencies. Each agency's 2005 NIMS implementation plan and its progression should reflect the objectives. Each Department/Agency will assign a Principal NIMS Coordinator (PNC) and or a Component NIMS Coordinator (CNC) for agencies that exist within the department or agency.

  7. NIMS Update 2010 • The National NIMS 12-2008 document is up for review in 2010. A review process plan is in almost done and will be released early this summer. There will be a formal review through the federal register, as well as focus groups in the regions. There will be a similar process for the NRF in 2011. http://www.fema.gov/emergency/nims/index.shtm

Introduction & Background Five-Year NIMS Training Plan (FYNTP) first published in February 2008 The FYNTP was a culmination of a major effort not only by the National Integration Center, but several working groups consisting of individuals from all levels of government, various disciplines , the private sector and NGO’s 10

Introduction & Background • The primary purposes included: • Providing a blueprint to guide FEMA activities in support/development of NIMS training nationally • Providing stakeholders (especially training administrators) with an idea of where NIMS training was headed on a national scale • Providing definitive guidance on specific NIMS training courses and in organizational budget planning efforts

  11. Who has to take NIMS and ICS training? • Stakeholders will define the emergency management/response personnel within their jurisdiction, agency, or organization who require ongoing training. This includes all emergency services related disciplines such as EMS, hospitals, public health, fire service, law enforcement, public works/utilities, skilled support personnel, and other emergency management response, support and volunteer personnel, as follows: • Entry Level: • FEMA IS-700: NIMS, An Introduction • ICS-100: Introduction to ICS or equivalent • First Line, Single Resource, Field Supervisors: • IS-700.A, ICS-100, and ICS-200: Basic ICS or its equivalent • Middle Management: Strike Team Leaders, Division Supervisors, EOC Staff, etc.: • IS-700.A, IS-800.B NRF, ICS-100, ICS-200, and ICS-300 • Command and General Staff; Area, Emergency Personnel, and EOC Managers: • IS-700.A, IS-800.B NRF, ICS-100, ICS-200, ICS-300, and ICS-400

  12. Five Year Training Plan Update • The NIMS on line courses outlined in the current 5 year plan are due for implementation this year. An update to the plan was scheduled for late 2009, but The NP Deputy Administrator has indicated that he wants to update the plan to be broader and cover more FEMA training.   13. NIMS ICS All-Hazard Position Specific Training

Introduction • NIMS ICS Position Specific training is designed to provide all-hazards competencies and behaviors for the eight Command and General Staff positions and for specific unit leaders under ICS • Incident Commander, Safety Officer , Liaison Officer, Public Information Officer, Operations Section Chief, Planning Section Chief, Logistics Section Chief, Finance Section Chief • Resource Unit Leader Course, Situation Unit Leader Course, Communication Unit Leader Course, Supply Unit Leader Course, Finance/Administration Unit Leader Course, Division/Group Supervisor Course, Facility Unit Leader Course • The competencies in the training are focused around the ability of the student to assume the position responsibilities, lead assigned personnel, communicate effectively, and to ensure the completion of assigned actions to meet identified objectives for the position

Introduction (Continued) • NIMS ICS Position Specific training should be completed by personnel who desire to eventually be certified as a member of a Type III Incident Management Team (IMT) or who desire to seek credentials/certification in an ICS Command and General Staff or unit leader position • Personnel qualification relies on a combination of training, operational experience (during exercises or incidents), job shadowing, and administrative requirements (such as agency association and criminal background checks).

Assumptions • More training alone will not necessarily “qualify” a person to serve in an ICS position • Personnel qualification relies on a combination of training, operational experience, field mentoring, participation in drills, exercises, ICS simulations, etc. • NIMS ICS Position Specific Training should be conducted by qualified instructors (minimum instructor standards need to be established and adhered to) • DHS/FEMA should have one agreed upon set of NIMS ICS Position Specific training materials based on all-hazards competencies and behaviors (THESE ARE THE MATERIALS) • The completion of ICS-100, 200, 300 and 400 training does not certify or credential a person in an ICS position as part of the National Emergency Responder Credentialing System or in other words the completion of ICS training (100 thru 400) does not qualify someone to be an incident commander; or a planning section chief; etc. http://training.fema.gov/emicourses/allhazardscourses.asp

  17. ICS Position-Specific Training Update • Is presently underway and new curricula task books are being developed. Existing qualified instructors are being historically recognized to be certified to train the new curricula which closes 09/2010. Training in the new curricula is being planned by Idaho with shared region resources in a combined training for this year and EMI will be holding some off campus courses in OR, WA, and ID this spring/summer. The present Position Specific Courses will be reviewed in about a year to see if any additions or changes are needed

  19. Credentialing Guidelines • The new guidelines started out from the old 2004 credentialing doctrine in the NIIMS. As the development group looked at the issue it discussed that credentialing has to cover federal, state, local, EMAC critical resources and volunteers. It also has to cover working personnel in critical infrastructure facilities. There was a thought to use two photo pieces of identification but that could be a problem at critical infrastructure facilities, so lists might be used with a photo ID. States will coordinate the entry system and the details of the badging. • The Credentialing Guideline Status--- Based on Public Comments and NP Deputy Administrator direction, the current document is being revised to better address (1) Identity Badge issuance for responders, (2) Management of Responder Qualifications, and (3) Managing Access to Disaster sitesout for comment, late winter or Spring 2010.

Emergency Response Field Operations Guide &ICS Forms • This will be a national guide for Incident Command field operations and how the planning cycles should work and general explanation and set up of the positions in the incident command post and field operations. • The FEMA ICS Field Operations Guide (FOG) Status - Is in FEMA concurrent review. Following the review barring any changes, it will proceed to the FEMA Policy Working Group in preparation for Public Comment in the Federal Register. They are looking at a window of 6 months or less for it to be released into the federal register for comment. • ICS Forms Status -The comments on the federal register draft ICS forms are close to being finished, addressed and/or applied to the forms. Barring any issues (hurricanes or other major disasters) they should be released within the next three months.

  21. GRANT FUNDING AND NIMS NIMS compliance (which includes ICS training) is a requirement of all federal agencies and all federal grant funds, with the exception of Robert T.
