  1. WECC CEP Update WIRAB July 9, 2007

  2. Registration • Registrations Submitted to NERC • 525+ • Disputes • Approximately 30 • LSE / DP under 100 KV • “Parking Lot” • October time frame to further evaluate

  3. Update on Compliance Violations • Pre June 18th Violations • 2900 Open Violations • 2600 Self-Reported • From 175 entities • Post June 18th Violations • 350 Self Reported • From 35 entities • QF Violations • Between June 18th and June 25th • Considered non-sanction able violations • (QF Order was effective on June 25th) • Accounts for 106 of the 350 violations • NERC is reporting violations to FERC • Work load is much higher than expected • Note: some values above are estimated as data entry continues

  4. Update on Mitigation Plans • Most Self-Reported violations have come with Mitigation Plans • Approval process moving forward • Currently working on plans submitted in the June 15 to June 18 time frame • High percentage are being approved • Lengthy mitigation time frame causing most rejections

  5. WECC Compliance Department Staffing • Two Compliance Engineers have started in the last month • Will fill the two 2008 Compliance Engineer positions in 2007 if we can find the right candidates • Estimates of staffing needed to process violations and mitigation plans is probably underestimated • Both NERC and FERC have indicated the regions are understaffed • NERC and FERC are also understaffed

  6. WECC Compliance Department Staffing • RE Staffing Comparison • Data from earlier this year
