  1. Towards establishing a Bridge to link the spatial and the statistical communities Presented byMd. Mostafizur Rahman Specialist, Database & IT Division CEGIS

  2. Contents Background User needs in Bangladesh Statistical-Geospatial framework in Bangladesh Update opportunities of Web Based GIS Application Existing BBS Web Based GIS Application and activities

  3. Background Increasing demand for location based information about places, people, human activity, business, economic growth, environment. Recognition of the value of linking Statistical information to location Allows viewing and analysis of Statistical information on geographical proximity and relationships

  4. User needs in Bangladesh Local Government National Security Natural Resources Education Academic Researchers Infra. And Transport Statistical Information Spatial Information Statistical Spatial Data Framework Policy Analysts Emergency Services Health Agriculture Economics Land Admin

  5. Statistical-Geospatial framework in Bangladesh BBS SOB LGED BANBEIS SPARRSO DLRS Statistical Geospatial Framework DAE Statistical Community Spatial Community RHD BMD DPHE GSB BARC BWDB SRDI CEGIS AIS

  6. Statistical-Geospatial framework in Bangladesh The geographic dimension enriched statistical data to generate better information that is essential to support Government decisions Spatial Community Statistics Community

  7. Hazard Class Map • Ranking of multi-hazard maps used for preparing the risk-index : • Cyclone ( high risk-5, risk-3,wind risk- 1) • Flood (Severely flooded due to major river floods – 3, flash flood due to major river-2, other flood-1) • Riverbank erosion(severe erosion-2, erosion -1) • Drought (very severe drought prone areas – 2, severe drought-1) Source: DDM

  8. Poverty Map 2005 A household is classified as poor if it's per capita calorie intake is less than the standard per capita calorie requirement (1805 kcal/day) called lower poverty line.

  9. Statistical-Geospatial framework in Bangladesh Linkage with Geospatial Data model Statistical Data Set Geo-spatial Data Set Census info Environment Population Precipitation Transport network Administrative Boundary Agriculture Temperature Economic Humidity Health Survey Elevation Energy SVRS HIES Landuse Others Others

  10. Statistical Data Example in Bangladesh Temperature data of BMD Number of Secondary Schools (Junior+High) Division wise population data Population Census Agriculture Census BBS Economic Census HEIS, SVRS, CPI Primary Education Secondary Education BANBEIS College Education Tech & Voc Education Temperature Rainfall BMD Evaporation Humidity

  11. Geo-Spatial Data Example in Bangladesh Roads of RHD Control points of Bangladesh LGED Road Map Geological Map of Bangladesh Mauza Map DLRS Mauza Boundary Road ( Village, Union, Upazila) LGED Social Services Topographic Map SoB Control Point Map Geoid Undulation National Highway RHD Regional Highway District Road Geological Map GSB

  12. Administrative Hierarchy National Division City Corporation District Paurashava Upazila Ward Union Mauza

  13. Integrating Geospatial and Statistical Data District: Dinajpur Upazila: Biral

  14. Role of BBS on integration of Statistical Geospatial activities

  15. Statistical Geospatial activities of BBS • BBS has developed all level of administrative boundary incorporating geocode • Census and survey data linked with spatial data • Developed different types of thematic maps • Developed web based GIS application tool to disseminate information to the community • Disseminate information through web application

  16. GIS Based Web Application of BBS An Interactive Mapping Tool Map Explorer Data Explorer

  17. Map Explorer (Existing Application) • Search or obtain Information through map • Sector wise data searching facility • Explore information by different administrative level • Get thematic map • Data export in different format • Easier map navigation

  18. Map Explorer (Existing Application) Information through hover on the map Information explore by clicking on the map

  19. Data Explorer (Existing Application) • Indicator based data searching facilities in different administrative level • Sector and Group wise indicator selection • Multiple indicator and administrative level selection facility • Search through user defined text • Thematic map preparation using different indicator • Information presentation through chart • Get data as a table • Data export in different format

  20. Data Explorer (Existing Application) Selection of Indicator and location Viewing data in a Table

  21. Data Explorer (Existing Application) Viewing data in a map Viewing data in a chart

  22. Metadata Viewer (Existing Application)

  23. Future Update opportunities Probable Area Data gap analysis and Census and Survey Data update Spatial data preparation based on previous census Web based application tool update

  24. Census and Survey Data update Covers selected data of Population census 2011, 2001 and 1991 A significant number of Population census 2001 and 1991 data cover up to Upazila level Agriculture and economic census data have covered up to district level data In survey related data more parameters are needed to incorporate in different indicator It can be updated all available data

  25. Spatial data update In existing system administrative boundary according to 2011 census is incorporated Data do not match with this administrative boundary of 2011 remain blank Using the shape file of 2001, 1991 and recent update data can minimize this problem Google map can be placed back with the existing maps Road network, river, infrastructures location etc. can be incorporated with administrative boundary

  26. Application tool update Data update interface Development Data updating interface development for new data incorporating Interface for system modification like adding new sector, indicator or data table

  27. Application tool update New module development • Survey base map creator- • will able to prepare survey base map incorporating administrative boundary, road network, important locations, river network etc. for conducting survey • GIS based real time survey application- • application able to collect and store data with smart devises.

  28. Application tool update GIS Based survey monitoring System Contains all GIS based survey information conducted by the BBS. To improve quality of data by providing spatial reference of survey location, location based survey management, Identification of spatial gap of the survey location and spatial analysis capabilities.

  29. Application tool update Project Information Management System (PIMS) BBS is implementing a number of projects all over the country This module will store project information as well as minimize the overlapping works and to avoid replication of similar activities Information- Project Details: Background, Rationale, Objective, Target, Linkage, Output, Cost: Estimated Cost, Original Cost, Actual Cost, Revised Info: Revised Completion Date, Revised Cost, Effect/Impact: Environment, Gender, poverty alleviation, Institutional etc.

  30. Application tool update GIS based population projection tool GIS poverty analysis tool Population pyramid creation

  31. Future Directions Greater collaboration between geospatial and statistical communities at national and international levels through: • Outreach – relevant conferences • Best practice guidelines • Partnerships between statistical and geospatial agencies Adopt a common approach to linking statistics to location The lack of a common approach needs to be resolved

  32. Thank You

  33. International Drivers The UN Economic and Social Council says “The work on global geospatial information management over the past two to three years has confirmed that one of the key challenges is a better integration of geospatial and statistical information as a basis for sound and evidence-based decision-making.” Secretary-General, UN Economic and Social Council (2012)
