MONSTAT • MONSTAT performs expert tasks related to preparation and conduct of numerous statistical surveys. • The Office collects, processes, analyses and disseminates statistical data on population, economic and social trends as well as on many other fields of public life. • Ongoing reforms of statistical service will allow collection, processing and dissemination of data respecting the standards of European Union.

  3. Users numerous users need statistics: • government bodies, • businesses, • scientific and research institutions, • international and non-governmental organizations, • and public in general, our duty is to satisfy all those needs!

  4. Sources and methods of data collection • Data on sceintific-research and experimental-development organization have been collected through regular annual survey (Questionnaire: NIRO)

  5. Coverage • Institutions • Parts of enterprises • Enterprises and their units engaged in scientific-research or experimental-development activities • Faculties

  6. Definitions • Scientific-research institutes - group of enterprises, units of enterprises and institutions engaged in scientific-research or experimental-development activities • Experimental-development units - group of local units of enterprises or institutions performing the same or different activity • Faculties (and Academies of arts) -by the definition and international recommendations are educational and scientific-research institutions

Definitions - employees • Scientists-researchers - persons with higher education degree who are actively engaged in scientific-research or experimental-development tasks • Assistant researchers - person directly cooperating with researchers while performing professional or technical work linked to scientific-research or experimental-development tasks

  8. Research works -are observed according to type of research • Basic research - new knowledge • Applied research - existing knowledge • Experimental development - based on results of basic and applied research

NIRO • Number of S&T organizations • Number of researchers (full time) • Employed researchers with full-time position • Total number of research activities, in accordance with type of research and ordering party • Research projects by research fields • Scientific and professional papers • Total revenue of research organizations • Funds appropriated for research and development work • Total value of the ongoing projects and studies • Recurrent costs • Total investment

  11. Needs and obstacles • Lack of staff in statistical offices • Lack of understanding on governmental level • Training (S&T statistics, even languages) • Improvement of methodology • New legislation adopted/harmonized with EU

  14. What can we use… • Statistical annual report (general) • NIRO questionnaire (in detail)

  15. What is missing… • No data on business (researchers, investment, etc.) • No common data-base on researchers, there are several we use • Often, the MONSTAT questionnaires are not filled-in properly

What are the plans for future… • Established regular contacts between MONSTAT and the Ministry • Adjustments of the NIRO questionnaire to be more in line with the actual needs (adaptation of the methodology of statistical survey – FRASCATI METHODOLOGY) • What should be done to be in line with EC standards (e.g. Regulation No753/2004) • TAIEX Expert mission approved (selection of expert in course)
