  8. Statewide Fiber Infrastructure Failure of these connections could potentially cause all services provided by DIS and K20 in Northwestern Washington to be unavailable. DIS and the University of Washington are working with the providers to provide alternate routing. Seattle Spokane Olympia Yakima Pullman Vancouver Affected Customer Sites • DIS is assisting affected customers in the flood area with their telecommunications and information technology disaster planning needs.

Emergency support Function 11 – agriculture and natural Resources • Coordination activities: WSDA, DNR, WDFW, DSHS, WDOE, DNR, WDOE, WDFW, Parks, and GA have been coordinating with each other, King County, and our federal partners. • The agencies are meeting the requirements of the Governor’s Directive. • WSDA, DNR, WDFW, and WDOE have or are meeting with their FEMA RROC ESF-11 counterpart.

Commerce & Energy Emergencies Governor’s Directive 9/14/2009 Commerce directed to “Work with energy providers to identify and mitigate potential affects on energy infrastructure.” RCW 43.21F.060 Commerce directed to “Prepare and update contingency plans for implementation in the event of energy shortages or emergencies.” RCW 43.21G.030 “… in developing plans for the production, allocation, and consumption of energy, give high priority to supplying vital public services…”

  28. Key Actions Being Taken Bonneville Power Administration: Weighing down towers with rocks and gravel. Puget Sound Energy: Weighing down towers with rocks and gravel. Protecting substations with sandbags, installing pumps Working with cities to time de-energizing of system with evacuations Working with cities on certification for entry to evacuation zones Working with key customers for back up or re-routing to safe lines Olympic Pipeline: Continuing to refine remote control capability from Tacoma, maintaining 70% distribution in the event Renton control center is evacuated. Notified refiners who are preparing to supply Tacoma and points south with barges, rail cars and additional trucks.

ESF-13 Efforts to date… • Readiness for Divisions / Personnel in King and Pierce County (District I and District II) • Coordinate evacuation route strategies with WSDOT • Meetings/coordination with county/local law enforcement agencies • Communications / ESD working with King County on interoperable communications plans

ESF-13 Support Agencies Department of Corrections (DOC) • DOC has personnel available to assist with traffic control, evacuation, and civil unrest in the event that additional law enforcement resources were needed in the affected area. • WSP’s Rapid Deployment Force can assist with security alongside DOC in the transportation/movement of prisoners from correctional facilities impacted by flooding to alternate locations Washington State Department of Fish and Wildlife (WDFW) • Has 30 FWO available in W. Wash to assist with law enforcement response – more resources can be called upon from other parts of the State • WDFW has specialized equipment including airplanes, boats, ATVs and 4-wheel drive vehicles available
