  2. California Space Authority Who Are We?

  3. “Spaceport” vs “Space Authority” • In the beginning there were two entities • Western Commercial Space Center (WCSC) • California Space and Technology Alliance (CSTA) • (The California Spaceport Authority)

WCSC + CSTA = CSA Western Commercial Space Center (WCSC) • Established May, 1992 • Initiated by regional space stakeholders • 501(c)(4) non-profit • Government Code 15333.3 (originally) • To actively foster space industry growth in CA California Space and Technology Alliance (CSTA) • Established in 1996 • California Spaceport Authority, October, 1997 • Foster development of space industry • Represent and advise California Legislature and Governor • 501(c)(6) non-profit California Space Authority (CSA) • WCSC and CSA merged to become CSA, January 1, 2001 • All activities/responsibilities of both orgs transferred to CSA • 501(c)(4) non-profit

CSA: What do we do? • Support retention and expansion of California’s global space capability • Education • Research • Manufacturing • Operations • Embrace & enhance the goals of a ‘space faring’ nation • Facilitate collaboration among industry, academia, government and others in the space arena

Past Successes & Continuing Activities • California Space Strategic Plan • 1998, 300 Stakeholders, 60 meetings statewide • Govenor’s Support: • Space Summit • Establish ‘Space Advocate’ in Division of Science, Technology and Innovation (DSTI)-CSA has a loaned executive to DSTI • California Space Policy in development • California Space Infrastructure Program • Two year project to assess Infrastructure • ‘Infrastructure’ in broadest possible context

  7. California Space Infrastructure Program (CSIP) • Identify/evaluate existing infrastructure • Identify gaps/needs; Identify potential actions • Evaluate potential actions, develop action plan • Deliver submittals for Congressional consideration

  8. Continuing Activities • Annual Federal and State legislative policies/agendas • Annual Space Day in Sacramento, CA • Annual Space Week in Washington, DC • Symposia, networking opportunities, technical and policy working groups • Web site and newsletter (SpaceBound!)

Continuing Activities (continued) • Stakeholder partnerships, events, collaboratives, databases, reports, studies, inventories, etc. • Technical expertise for State offices and agencies • Space-related business attraction/retention • Liaison for State partnering with DoD, NASA, FAA, etc. • Promotion of CA space capabilities/assets

Continuing Activities (continued) • Annual Grant program, currently $2 million in TTCA funding • Statewide space-related asset database • Statewide space-tourism asset database • Advocacy/education to Congressional delegation • Technical expertise/input for State projects/requests, e.g. red teams; Federal projects, e.g. Space Command IPTs; national symposia, etc. etc.

  11. CSA’s Effective Budget • In the beginning, the State invested a few hundred thousand dollars in WCSC and CSTA • This year, CSA is managing nearly $35 million in California space investment by: • Federal government • State • Members and Sponsors Leveraging the State’s investment by over 4000%
