  2. Overview • This course provides the Staff Duty Officer (SDO) the specific requirements needed to successfully perform their rotational obligation through the affirmation of policy and procedure.

Objective • After completion of this course, you will be able to: • Identify area(s) and unit assigned to, and the minimum qualifications, • Define the job description, • Recite shift duties, • Explain the method of the notification system, • Describe the event process, and • Name a few tools required.

Job Action Sheet • Job Description: • Will be responsible for receiving event calls or emails. • With receipt of event calls and emails, the SDO will: • Contacts the appropriate specialists for assistance/referral, • Document the incident, and • Notify the ECC of actions: • Event information is recorded into WebEOC.   8. Job Action Sheet • Job Description (cont’d): NOTE: As the SDO, if you start an event, you need to follow thru to its completion. Duty hours for the SDO position start at 0800 HRS on Monday and end at 0759 HRS on the following Monday. Continued

Beginning of Shift Duties • What to do: • Review your Job Action Sheet. • Obtain current ‘On-Call’ lists. • Have SDO manual handy. • Current and up-to-date. • Does the ECC have current phone information? • Appropriate equipment required for cell phone and AWIN radio. • Obtain copies of the Event Tracking Log. During Shift Assignment • Protocols we should address: • Cell phones should be charged and assessable. • Remember the 15 minutes rule. • Actions noted for ECC Operator. • Who do you call? • Review, review and review the message log. • Replace needed forms. • Complete the reverse notification system.* • Shift ending with active incident?

Anthrax Threat Anthrax Threat:Guidelines for Arkansas Law Enforcement • The Public Health Lab is the sole facility certified to conduct biological testing for anthrax. • The FBI and the Public Health Lab are involved only when there is a credible or implied threat. • If having concerns over a package, place in plastic bag and throw away. • Hoaxes aggressively investigated by FBI in violation of Federal statutes. Continued

Levels Of Response • Level One Threat: • is an incident in which there is a credible or implied public health threat of anthrax. • Level Two Threat: • requires consultation with and a threat assessment from the FBI in order to determine if the threat is deemed credible. ASP or FBI will have the discretion to transport the suspect items to the Public Health Lab. Continued

  25. Levels Of Response • Level Three Threat: • may require a limited response to a particular incident, but due to the lack of a credible Public Health threat, would not involve transporting items to the Public Health Lab. Continued

Policy & Procedure ADH Policies And Procedures:Preparedness and Emergency Response • Draft 6-27-2007 • Definitions: • This policy and procedure refers to a powder or other material known to contain or suspected of containing anthrax (bacterial spores). • Purpose: • To provide guidance for Department of Health staff. • To provide a guide for safe handling of powder substance samples and to protect the health of everyone. Suspicious Substance:Guidelines For Local Health Units • GEN-165/166 ~ TN # 09-29 • Policy: • This policy and procedure refers to a powder or other material known to contain or suspected of containing anthrax (bacterial spores). The purpose of this policy is to: • provide guidance for the Arkansas Department of Health staff. • provide a guide for safe handling of powder substance samples and to protect the health of everyone. • Local Health Units DO NOT accept . . . Suspicious Substances:Packaging • GEN-162/163/164 ~ TN # 09-29 • Policy: • The procedure in this policy is to be used to adviseHazMat Teams or other approved sample collection teams on acceptable procedures for collection, packaging, and shipping of suspicious substances to the Public Health Laboratory for testing. Continued

Suspicious Substances:Packaging • GEN-162/163/164 ~ TN # 09-29 • Policy Cont’d: • Department of Health employees are notapproved to collect, package and transport credible suspicious substances. These samples are notto be transported through the Department of Health courier system. Packaging and transport should be done by the Hazmat/Bomb Squad Unit or other properly trained person. Department of Health employees will support local law enforcement efforts. Continued

  31. 1. Call the Public Health Laboratory at the Arkansas Department of Health before transporting. 2. If after hours, call the EOC to arrange receipt of samples at the Public Health Laboratory. 3. Complete Chain of Custody form. 4. Sample cannot exceed seven inches due to hood opening limitation of seven inches. Form AS-48(Top) Continued
