CLASSIFICATION (U) GCCS-J Training and Assignment Challenges (U) • The Feb 2010 C2 TWG highlighted significant training challenges to include: • Lack of JFC staff billet documented C2 system skill identifiers • Inconsistent Service skill identifiers for GCCS-J trained operators (COP/JOPES…) • Joint and Service human capital systems aren’t compatible • Elimination of Joint Deployment Training Center (JDTC) student TDY funding for JOPES, COP, and I3 courses • Joint C2 system training lags system fielding • Lack of standard joint C2 system training • At installation • Outside of school house • Proficiency/sustainment • New capability training • Available anytime, anywhere, by anyone authorized CLASSIFICATION (U)

CLASSIFICATION (U) GCCS-J Training and Assignment Challenges (U) • The first three issues are partially addressed by • JROCM 042-05 for JOPES only (JS J1 and J7 tasked ) • CJCSI 3265.02, Command and Control Training Management (in staffing) for all C2 systems (I&S TWG issue 08-005) • The last two issues are being addressed by the CJCSI 3265.02 and the C2 System development community (JS J39, JCCD, C2 TWG, C2 RB) • Need I&S TWG assistance with: • Developing JFC manning documents that include GCCS-J skill or competency identifiers • Identifying a mechanism to provide consistent and searchable skill identifiers for GCCS-J trained personnel (Requires interoperable joint and Service human capital systems) • Renewing funding sources for JDTC to continue providing TDY funding for JOPES, COP, and I3 courses. • ACTION: Recommend a joint I&S TWG and C2 TWG sub-committee be established (details to be worked out. JS J7 and J39 lead) CLASSIFICATION (U)
