  2. Who We Are • Horizon Wind Energy develops, constructs, owns and operates wind farms throughout the U.S. • Originally Zilkha Renewable Energy. Acquired by Goldman Sachs in 2005 and renamed Horizon Wind Energy. Acquired by Energias de Portugal (EDP) in 2007. • Headquartered in Houston with regional offices in New York, Oregon, California, Oklahoma, Minnesota and Illinois • Overland Park, Kansas office opening in December 2007 • Over 160 employees • By the end of 2007, will have developed more than 2000 MW of operating wind farms, placing Horizon 3rd in the U.S. in MW owned

  8. Construction Construction • Horizon has significant construction management experience overseeing contractors • BOP contractor will construct under Horizon supervision • Construction to begin March 2008 • Operational by end of 2008

  9. Operations & Maintenance • Horizon will provide on-site management of the Cloud County Wind Farm • Operations group has significant experience operating wind projects throughout the country • Vestas will provide maintenance during warranty period
