Parents/Guardians need to access their child’s data via the EDP • School Districts need to verify parent/guardian identity and link them to students • SED needs to create an application that assigns a unique identifier to parents/guardians. This identifier links parents/guardians to their children and allows access to student data The Needs

  3. Options Use the DMV Client ID as a unique identifier Federate with other Parent Portals in schools and districts throughout the state Create an adult ID generator and enhance the existing EDP authentication app in use for teachers

  4. Options 1 & 2 are Not Preferred If the DMV option were chosen, a separate process would be needed for out-of-scope adults (out-of-state licenses, no license, etc.) Federating with other parent systems would require interfacing with hundreds of districts and their school systems If the parent system federation option were chosen, a separate process would be needed for districts without these systems

Option 3 is Recommended Adult ID Generator & Enhanced EDP Authentication App Creates a unified and streamlined process Ability for parents/guardians to confirm/deny changes submitted by the schools to SED Ability to connect multiple students to a parent/guardian under one account Ability to connect multiple parents/guardians to a student

Process School informs parents/guardians of the EDP Application Parent goes to school and provides their “Trust Level 2” Identity Proofing documents (same documents used for registration) and their email address School will verify identity and register parent/guardian via the NYSED Adult ID System School will provide parent/guardian with an Adult ID School will log in to their SMS and confirm/link the Adult ID to the correct students. These data will link to our existing SIRS data

Process (cont’d) Parent will receive an email confirmation request and will be directed to the EDP Authorization App Parent will be required to provide their Adult ID, password, and security questions Parent now has a User ID and password for the EDP Authorization App and is successfully linked to their children Parent will view and confirm/deny all changes to parent/student linkages upon first log-in following the change

  8. Risks All verifying/authenticating/linking responsibility is on the schools. This is consistent with FERPA There will likely be a different process for NYC parents/guardians Very short timeframe to create and test a new, mission-critical EDP application
