Welcome to San Antonio, TX • Participate in after hour social tonight & discussions • Be careful on the River Walk ($500 fine to get wet) • This is your conference to hold open & candid dialogue • We’ll collect new Action Items (forms on desk); we’ll only brief AIs that were staffed & evaluated prior to the LRG • We can only address & fix issues that we know about • Some items are not ours to resolve. They may belong to ASL, the TYCOMs or MARFORs or other programs • Once a requirement is established, on average three years elapse until delivery (if a material solution) 4

  5. MF Program Office Goals • Make positive changes—eliminate status quo • Improve communication between Fleet & Program Office • Better support to Fleet Marines & Sailors. Improve their deployment posture & lessen their maintenance burdens • Right-size internal (MFP) & external (Fleet) MF inventory • Align program budget to match procurement requirements & operational / sustainment demands • Clean up / eliminate residual issues & action items • PM’s Goal – “That you love MFs, as much as I love MFs” 5

Program Background • The MF Program Office is…the MF Management Office • Been a Navy Program of Record for over 35 years • Part of AIR-6.7 (Office Code AIR-6.7.6.2) • Staffed with four military members (PM, DPM & two Fleet Liaisons); USMC staffed, as we are the biggest users • MF Program Office is located at NAS Patuxent River, MD • Comprised of three MF Configuration Sites (MFCSs): • MFCS Norfolk • MFCS North Island (FRCSW) • MCA Albany (Pilot Program) 8

  12. Mobile Facility Program & GWOT In 2003, the Marine Corps established an Aviation Intermediate Maintenance Facility in support of OIF II in Al Asad, Iraq. There are ~5,161 MFs in Active Inventory. There are 224 MF’s globally sourced to establish an IMA forward in Iraq. USMC is shifting ~197 MFs to OEF. There are 94 MFs in Sembach, Germany w/ ELU-1, which will be off-loaded as they transition from the EA-6B to the EA-18G. 12

FY-08 Accomplishments • FRCSW Risk Management Site Survey • Initiated MFCS Pilot Project at Maintenance Center Albany (MCA) • TQG Delivery & E-Tool Kits • Delivered (142/179) MEP-807A & (138/205) MEP-809A • New MCO 13670.1 – signed Dec 2008 • Allows HQMC to take ownership & control of TBA • NAVAIR Instruction 13670.1C • New MF Program Management instruction signed June 26, 08 • RT-CASS MF Final Design (KA-18A) • Delivered twenty-five MFs w/ RT-CASS installed • Four new Action Items related to design (i.e., thermostat location, rail system for UEU, blower switch & MEU TPS storage) [too crowded?]

FY-08 Accomplishments • MMG-1A Rework—completed rework of (x77) on 19 April 2009 • $900K for rework of (x24) MMG-1A Frequency Converters • $2M GWOT received for rework of (x57) MMG-1A Frequency Converters • Army Theatre Aviation Maintenance Program (TAMP) Project Initiated • $1M in FY-08 initial procurement for (x17) MFs (configure in FY-09 $512K) • $1.1M in FY-08 urgent support in Kuwait for (x18) MFs (delivered) • $1.99M in FY-09; procure(x30) MFs & (x26) ECUs / waiting to configure • Completed ECU ECP—SEC 5824 Val/Ver completed at MALS-14 • Need to send kits to CKA; 20% on hand before SEC is released to Fleet • Need 100% funding identified in budget • Production / Asset Reports • Better internal control of MF Program inventory

FY-08 Accomplishments • Started using 3-D Engineering Drawings for new configurations • New Portable Load Bank (MXU-1004/E) delivery • Delivered (x68) Load Banks in July 08—supports new MEPs ONLY! • Four on-hand at MFCSs; x3 at NI, x1 at MCA, & x0 at NFK • MF Wash Requirements • Developed 91-day MRC requirements; poor material condition of MFs • Provides requirement for units to upgrade their van pad facilities (i.e., oil/water separator, containing curb, etc.) through facilities maintenance • Released IRAC IAW DTG 111517Z MAY 09; IRAC No. 001 to NA 19-600-152-6-2 dtd 1 Oct 2008 • Added “Safe Care Aircraft & Metal Cleaner Concentrate”

FY-09 Projects • OIF RESET of (x224) MFs / determine return & required refurbishment • Sundown of ELU-1 and NAF Washington – Navy EA-6B sites • J & A for new Static Mobile Frequency Converters; need $13.8M • Have MARFORPAC UNS; placeholder for (x152) new SMFCs • Ensure each new configurations abide by “One Prototype” rule IAW MF Production SOP signed 14 Aug 08 • Past experiences indicate multiple LRIP items does not work • Conduct formal Fleet Val/Ver of new MF configurations before initiating FRP • Replace (x17) FS-01 Flammable Lockers—comply w/ NFPA regulations • SEC-5824 – develop follow-on ECP for FS-01 & HY-05B configurations • Fix AECTS wiring (VD-05A/VD-06B & VD-07A/VD-08B) • Update 1339ASxxxx NAVAIR drawings that are on Mylar film 18

FY-09 Projects • Fleet & PMAs must vet requirements through HQMC & TYCOM • TBA Review – conducted Monday May 18th • Develop correct requirements (recipe) / eliminate one-of-a-kind designs • Ensure SE allowancing is correct in SERMIS; SE drives MF allowances • SE changes due to BRAC, system sun-downs, aircraft sun-downs, etc. • WSPD Reviews—aggressively work for accuracy • Updated MH-53E WSPD for HM-14 / HM-15 • Updated P-3 WSPD for AIMD Bahrain & Navy, Kaneohe Bay • Educate PMA-260 to identify Facilities Requirements early in the acquisition process • Obtain annual Prioritized List of MARFOR / TYCOM requirements • ME / EE at MFCS Norfolk; better support to site & Program Office

Future Projects • Joint Expeditionary Forensic Facilities (JEFF)—Dahlgren (NAVSEA) • Firearms analysis, DNA analysis, fingerprints, etc. • Many new Army customers (i.e., Body Armor Repair / Certification) • METCAL MFs for Guam Laboratory • Airborne Mine Counter Measure (AMCM) MFs • Participate in Joint Committee on Tactical Shelters (JOCOTAS) Industry Day w/ two new MF configurations (market capabilities) • Work joint composite shelter effort w/ Hill AFB (Gichner shell) • Opportunity to reduce corrosion burden, reduce deployment weight, etc. • Obtain prototype BOH Environmental scaled down Stackable • Develop supply container solution to match Functional Needs Solution (FNS), which supports distributive operations; generated from MARFORPAC FISP / RESP Unfunded Needs Statement (UNS)

Future Projects • ECU Door Plugs—need IRAC to NA 19-25-177 (WP.14, Pg. 4, Para 15 “Installation”) & material solution to prevent TFOMFs • Develop solid plan to fix manuals under MF Program cognizance • Finish G-N separation / phase load balancing / INU power meters • Prevent brownouts & blackouts; loss of production time & prevent damage to SE • Finish CSC certifications (Ken Allen & Jamie McDonald) • FY-10—build last (x30) KA-18A (RT-CASS) • Develop game plan / joint message to rework SW-02 MFs (SEC-5778) • Upgrade 1988AS1100 (01-456-2942) to 1988AS2200 (01-528-3352) • Evaluate MFTool Live – eliminate or better balance annual inventories • Generator Monthly SITSUMs IAW DTG 212112Z NOV 08 • AVO & AMO visibility; allows MF Program Office to ID rework requirements

Future Projects • Need to be kept abreast of Wing/MARFOR Inspection results • Maybe we can help mitigate the “State of the Union” • Develop a Scheduled Depot Level rework event (Reliability Centered Maintenance?)—treat MFs like Aircraft & Support Equipment • Develop a metric to rework or sundown MF at correct interval • Forced depot-level rework event at 12 - 15 year interval • Forced survey at 22 – 25 year interval • Decision to re-use Fleet returned shells: • Age of shells • Current configuration & quantity of that configuration in inventory • Number of MFs of that configuration in the original CSC Authority Approval Number • Material condition of shell (i.e., number of cut-outs, corrosion, damage, etc.)

Establish MF MOS • Stop the “Holiday Inn Affect” -- I’m not formally trained to repair ECUs, to fix generators, to braze copper lines, etc….but I did stay at a Holiday Inn last night! • Establish MF MOS; same level of importance as aircraft & SE. • We haven’t done well ad hoc for 30+ years; legitimize & excel • We’ve established structure at the Program Office, MARFORs & Wings • Why can’t we recognize the need for dedicated MF MOS at the grassroots level??? • Train on MF related systems: • Welders / Brazing - Air Conditioning / Heaters (HVAC) • Electricians - Painters / Corrosion Control • Generator Repair - Material Handling Equipment • TAVB Operations - Structural Repair / CSC Certification

Additional Items • Fleet accountability for MFs: • Starts with CO’s recognizing MF importance & value • Add MF material condition to Billet Description & Billet Accomplishment in FITREPs for Div OICs & W/C NCOICs • Stop MF modifications (changing delivered configuration in any way) • Stop MF deconfigurations (removal of LIR equipment) • SES – wants us to charge the Fleet for MF shortages • Returning MFs: • Can keep all R-22 ECUs IAW DTG 121648Z SEP 08 • Can keep light ballasts from Lithonia light fixtures

R-22 Phase Out / R-134a Mandate • 1987 Montreal Protocol—eliminate hydro-chlorofluorocarbons (HCFCs) • After January 1, 2010: • Chemical manufacturers can still produce R-22 to service existing equipment, but not for new equipment • Can only use pre-existing or recovered R-22 supplies to produce new air conditioners and heat pumps • Can use and recover R-22 from existing equipment • After January 1, 2020: • Chemical manufacturers can no longer produce R-22 • Can only use pre-existing R-22 supplies to service existing air conditioners and heat pumps • Can use and recover R-22 from existing equipment
