IP Management Project • Joint QSTP- QNRF project initiated in October 2010 • Objectives • Evaluate the IP and commercial potential of QNRF funded research projects under the National Priorities Research Program • Provide IP and commercialization support to selected NPRP projects • Understand the level of IP awareness among the research community • Understand whether the research funded is aligned with QNV2030 • Gather evidence-based input for development of QF IP Policy and IP management system
Project Timeline November 2010 1. Phase I – IP Questionnaire for 176 NPRP Projects February 2012 2. Phase II – Project analysis and support 2.a. Stage 1 Preliminary analysis of 30 NPRP Projects 2.b. Stage 2 Commercialization support for 5 NPRP Projects June 2012
Phase I - IP Questionnaire • Administered by QNRF to Lead Principal Investigators (LPIs) of NPRP projects under Health, Natural Sciences, Engineering • Looking into • Nature of research • Potential for IP creation • Nature of collaborations • LPI IP management experience • 176 surveys completed and analyzed
Selected Phase I Results -Nature of Research Projects • 89 %ofprojectsare applied research projects1indicating potential to produce commercially viable IP
Selected Phase I Results -IP Education • 50 % of projects1 have LPIs with no experience in filing invention disclosures indicating a need for IP education to support commercialization and utilization
Project Timeline November 2010 1. Phase I – IP Questionnaire for 176 NPRP Projects February 2012 2. PhaseII – Project analysis and support 2.a. Stage 1 Preliminary analysis of 30 NPRP Projects 2.b. Stage 2 Commercialization support for 5 NPRP Projects June 2012
Phase II Stage 1 - Preliminary analysis • Preliminary analysis of technology, market and IP status for 30 NPRP projects • Purpose • Corroborate findings of Phase I • Identify projects with high value creation potential for short term development priority • Identify IPM challenges for building evidence-based capabilities and processes in Qatar
Phase II Stage 1 - Preliminary analysis • Aspects considered: • Value creation potential in line with QNV 2030 • Technology and Intellectual asset portfolio • Technology readiness level • LPI/Co-PI experience • IPR status • IP ownership clarity
Phase II Stage 1 - What do we have? The potential for value creation is dependent on two aspects 1. Intellectual Assets • 2. Capabilities • Human • Organizational • Etc.
Phase II Stage 1 - What is the potential impact? Qatar National Vision 2030 • Description of market opportunity • Attractiveness of market opportunity • Barriers to realizing market opportunity
Phase II Stage 1 - Preliminary Analysis • Clarity of market opportunity CategoryNPRP Projects
Phase II Stage 1 - Preliminary Analysis • Size of primary market opportunity CategoryNPRP Projects
Phase II Stage 1 – Preliminary Analysis • Barriers to realizing market opportunity e.g. IPR barriers CategoryNPRP Projects
Phase II Stage 1 - Outcomes • General project description • Technology and IP asset portfolio • Potential for economic value creation • Impact on • Human development • Environmental development • Social development
Phase II Stage 1 - Project Prioritization Commercialization Stage Early Stage Monitor 9 • Highly developed technology and intellectual asset portfolio • Attractive business opportunity • Low barriers • Possibility for a control position
Project Timeline November 2010 1. Phase I – IP Questionnaire for 176 NPRP Projects February 2012 2. Phase II – Project analysis and support 2.a. Stage 1 Preliminary analysis of 30 NPRP Projects 2.b. Stage 2 Commercialization support for 5 NPRP Projects June 2012
Phase II Stage 2 - Pilot Projects • 5 of 30 NPRP projects prioritized as pilot projects • Develop commercialization and utilization strategy • Develop commercialization capabilities • Understand research utilization challenges in Qatar • Understand the extent to which the research funded will have an impact in Qatar in line with QNV2030
IP Management Observations • Management of IP ownership and access rights to facilitate utilization of research outcomes • IPM support to help focus applied R&D on more attractive application areas • IPR support for researchers to protect IP positions • IPM education to increase awareness of processes supporting utilization
Next Steps • Complete Phase II • Share Project Reports with LPIs and Research Offices • Use completed IPM project to provide input for improved QF IP policy and development of QF IP Unit • IP workshops for researchers
Continued Support • QF IP Unit - QF Legal Department • IPM support • IPR support • Contract support • Technology Innovation & Entrepreneurship Program - QSTP • Innovation support • Capacity building
Thank you • IPM Project Team • QNRF Program Managers • Participating Awardees - Research Offices • Participating LPIs • QF Legal • CIP PS
