What is Environmentally Preferable Purchasing (EPP)? • Institutionalize purchasing practices to: • Reduce GHG emissions • Lower toxicity & reduce waste • Consider life-cycle costs • EPP is redefining purchasing in the US • EPA Region 1 program is driving efforts • 10 states including Massachusetts, Minnesota, CA, Vermont, NJ, Delaware

  3. EPP “Leads by Example” • State is a major buying/influencing force in RI • Brings all state agencies into compliance with EPA’s Comprehensive Purchasing Guidelines (CPG)* • Makes GHG reduction and energy savings automatic *applies to all uses of federal funds over $10,000 (RCRA 6002)

  4. EPP is “Fiscally Fit” • EPP decreases costs over life-cycle of products: • The initial purchase • Operation • Disposal • Online EPP saves administrative costs • Supports clean markets and technology

  5. Recommendations & Questions • Move towards centralized, on-line purchasing • Make EPP default option • What format can RI use to adopt EPP? • What criteria/ model to use for calculations? • What barriers can we anticipate?
