As per the terms of reference committee formulated following three objectives to be deliberated upon: Objective I: To suggest organizational structure of the bridge organization in view of current and future requirements of Indian Railway along with modernization required. Objective II: To suggest suitable formulae/yardstick for assessing the workload/determining strength of officers/supervisors/ staff including design staff of bridge organization for inspection and maintenance activities of bridges. Objective III: To consider the factor of tall piers and massive superstructures like Bogheebeel & Chenab Bridge in fixing the norms/yardstick.

  3. Norms taken for computation of Yardstick • Committee has worked out weightage factor for all the standard spans in terms of 18.30m plate girder span (instead of weight of the girder). All the spans will be converted into equivalent of 18.3 m girder units. This will facilitate to decide workload of SSE/JE(Bridges) units and rearrangement of units based on the workloads if required. • For supervisory cadre is concerned it should also have fixed and variable components. One SSE/Br should be available in each unit. In addition two SE/JE/Br should be given for every 250 equivalent units (approx. 6250 MT).
