  6. Study Area

  7. Alternatives to be analyzed • Shown on the Model Alternative Table • 5 University Drive alternatives (1a ~ 1e) • 3 Coral Ridge Drive alternatives(2a ~ 2c) • 4 SR-7 alternatives (3a ~ 3d) • 2 Lyons Road alternatives(4a & 4b) • 2 Sawgrass Expressway alternatives (5a & 5b)* • 1 FP&L ROW alternatives (6a)* • Total: 17 Network alternatives * for “investigation” only at this time 7

  8. Additional Model Runs (1/2) • For comparison, Alternative 1a will be run “With”and “Without”additional developments of “Wedge” and “Expanded Casino” • The “With” additional development Person Trip Table of Alternative 1a will be the default “Locked” Trip Table for all other alternative model runs • The “Without”: 1 DU/10 Acre for Wedge Area, No Casino expansion trips (but with approved additional hotel/retail) 8

  9. Additional Model Runs (2/2) • Alternative 1d will be run with and without the “Locked” trip table for comparison 9

  10. Discussion and Concurrence

  11. Proposed Zone Splits 11

  12. Wedge Boundary 12

  13. Zonal Data: “With” and “Without” Wedge New Vehicle Trips “With” Intensified Wedge Development LRTP Zonal Data: “Without” Wedge Development 13

  14. Zonal Data:Casino TAZ Zonal Data Broward TAZ #65 (SERPM TAZ 1665) 14

  15. Additional Network Update (1a)County Line Road East Terminus/connection 15

  16. Additional Network Update (1b)County Line Road East Terminus/Connection to Hillsboro Blvd. 16

  17. Additional Network Update (2) • New Turnpike Interchange • Turnpike is studying: • Full Interchange at Clint Moore Road • Partial Interchanges: to/from north at Yamato Road and to/from south at Palmetto Park Road • Full interchange at Palmetto Park Road • What should be coded onto the network? • Should the new interchange be coded onto all the alternatives? Or, a new alternative for comparison? 17

  18. Interchanges on Turnpike SERPM 6.02 Proposed Clint Moore Rd Yamato Rd S.R. 7 I-95 Glades Rd S.R. 7 I-95 Palmetto Park Rd Lox Rd SW 18th St Hillsboro Blvd Sawgrass Exwy Proposed partial interchange at Yamato Rd / Palmetto Park Rd Existing interchange 18 Future interchange in existing SERPM model

  19. Proposed Posted Speeds forNew Links on each Alternative • Typical • 8LD: 50 MPH (SR-7) • 6LD: 45 MPH ~ 50 MPH (SR-7) • 4LD: 40 MPH ~ 45 MPH • 2L: 30 MPH • See the example on the following slide and separate Attachment for specifics 19

  20. Model Application • Using SERPM v6.02 with 2030 analysis year • “Locking” the person trip table • Using the person trip table input to mode choice from the baseline alternative (1a) for all other alternatives • Entire model is run for baseline alternative • Only necessary components are run for all other alternatives (except additional runs for Alternative 1D)

  21. Other Assumptions • The price of gasoline is broadly included in the auto operating cost, which is computed on a cost per mile basis • The model assumes that the auto operating cost does not increase over and above the inflation rate through 2030 • Transit fares have been modified slightly reflect changes to existing fare structures, except for PalmTran-to-BCT transfers that assume a unified fare

  22. Modeling Transit • Travel forecasting models are sensitive mainly to Operatingand Service characteristics: • Provider : Routing, Stops, Speed, Service frequency, and Fare Structure • Users : travel time, wait time, out-of-pocket cost, and transfers • Other characteristics, such as perceived safety, station/stop amenities and reliability are accounted for in the model, but it is not directly sensitive to them • E.g., improving “perceived safety” will not increase ridership

  23. Transit Speed Assumptions • All transit service will be mixed-flow unless operating in exclusive transit lanes • Transit speeds in mixed-flow lanes are a function of the auto speed • Transit speeds in exclusive transit lanes are computed using average speeds for local service and equations in motion with an allowance for signal pre-emption for limited-stop services

  24. Transit Fares • Propose to adjust SERPM 2030 fares so that they reflect current values • BCT one-way fare from $1.00 to $1.50 • BCT pass from $2.50 to $2.36 • PalmTran one-way fare from $1.25 to $1.50 • PalmTran pass from $3.00 to $3.50 • Assume no fare difference between services on exclusive ROW and in mixed-flow

  25. Transit Network Assumptions • Based on the 2030 LRTP transit networks • Modifications for cross county service integration: • Coordinate transit service between northern Broward and southern Palm Beach Counties • Provide service in “Wedge” area

  26. Transit Network Assumptions • Using the modified transit network for all alternatives except: • Alt 1e – apply exclusive transit lanes on University Drive between County Line Road and Palmetto Park Road • Alts 3c, 3d – apply exclusive transit lanes on SR-7 from Golden Glades to Glades Road and on Glades Road from SR7 to Florida Atlantic University • Alt 4b – apply exclusive transit lanes along Lyons Road between Commercial Blvd and Glades Road and along Glades Road from SR-7 to Florida Atlantic University
