  11. Available FHWA Funds • CMAQ or RSTP funding • Can either be flexed to FTA, OR • Can be executed and administered through DRPT • If administered by DRPT, funds must be obligated by FHWA. Federal Funding Sources

  12. Requirements for Flexing FHWA Funds • Must be in TIP • Must be in STIP • Must be in SYIP • We must have the UPC • We must have the funding source and the year the funds were allocated in the VDOT SYIP. Federal Funding Sources

Best Case Scenario • In the following slides, HRT calls DRPT and asks for their Traffix funding. • HRT knows their UPC – T1823. • They know the year of the funding – fy 2008. • They know the source of the funding – RSTP funds. • Let’s see how things work out for them. . . Best Case Scenario • Since everything was properly reflected in the VDOT SYIP and the VDOT STIP, Traffix is in good shape. • They could now flex these funds to FTA if they wished to. • Due to the ongoing nature of the program, however, the funds will be obligated through the FHWA and administered through DRPT.   18. Most Common Scenario • In the next two slides, we’ll look at Fairfax County’s Commuter Assistance Program. • We know their UPC – T160 • They know the year of the funding – fy 2008. • They know the source of the funding – CMAQ funds at 80%. Federal Funding Sources

Most Common Scenario • Upon review of the VDOT systems, the project is funded in the SYIP, but there are no obligations in the STIP. • As we dug further, we found that there were also no obligations in the TIP. • Thus, both the TIP and the STIP have to be amended prior to DRPT being able to get Fairfax County their funding. • This is an estimated 3 month process. • TIP amendment requested 4/25/08.   22. Most Challenging Scenario • The worst case scenario seems to be when a program has been omitted from the VDOT SYIP. • The SYIP is the checkbook for the agency. If a program or project is omitted, it may be very difficult to find unallocated funding to dedicate to it once the SYIP is approved by the CTB. Federal Funding Sources

  24. Challenges to Receiving Your Federal Funding • Incorrect estimates • Incorrect obligations • Incorrect allocations • Not in TIP Federal Funding Sources

  25. If funds have been flexed, you’ll apply for your grant on the FTA website, TEAM. When the FTA has approved your grant, you contact DRPT Programming Division and we will issue your contract for the state match. If you wish for DRPT to administer your federal grant, we will apply to VDOT for an authorization from the FHWA to give you your money. You’re Finally Ready! Federal Funding Sources
