  3. Current Situation • Dysfunctional administration: decreased education and health budget by 30% • Natural disaster: • Locust invasion • Excess rainfall or hurricanes • Village development 1-year old • Political Crisis: International aid has decreased significantly

Approach to Village Outreach: a Success Story at Tsivory (1994 – 2009) • Headed by IFAD (FAO, Italy) • Great rice farming potential • Participatory approach with farmers • Fertile land (close to the Anosy mountains chain) • New farming techniques (intensive rice farming) • Participatory approach • Community organizations • Investment in infrastructure, $18 M • Agricultural production & environment issues

RESULTS: Strong ownership of the project Farmer associations manage all tools of development and economic venues Rice yield: 6,000 tons in 1995 to 25,000 tons in 2009 Expenses in education and health more than double Infrastructure extended: roads Energy shortage solved by tree planting A population of 100,000 lifted out of poverty
