CSO-LA Thematic Programme 2014-2020 Three proposed components Capacity development & internal governance • Focus on country level:Enhancing CSOs and LAs' contribution to development and governance processes 2. Strengthening CSO and LA networks in the field of development at regional and global level 3.Development Education and Awareness Raising initiatives fostering citizens' awareness and mobilization for development issues Development and Cooperation

Focus on country level: Enhancing CSOs and LAs' contribution to development and governance processes • Based on country-based strategies • Support "to and for" CSO and LAs • Multi-stakeholdersapproaches • Invest in capitalisation, knowledge sharing and monitoring • Emphasis on the territory • 1.1. CSOs • 1.1.1. • Enabling Environment and capacity to operate • Contribute in policy processes and in accountability systems. • 1.1.2. • CSO action for improved service delivery in Least Developed Countries and fragile countries • 1.1.3. • CSO action for inclusive economic growth • 1.2. GUIDING PRINCIPLES • CSOs' diversity / specificities & LAs' mandates • Strategic engagement with CSOs & LAs (CSO roadmaps) • Support to transparent and accountable actors • Sound understanding of the CSO and LA arena – Local knowledge • Independence of the Programme • Appropriate funding + CSOs' right of initiative LAs' self-government Development and Cooperation

CHALLENGES • Gaps in LAs and CSOs enabling environment • LAs and CSOs working in governance & accountability • Institutional and organisational capacities of LAs and CSOs • Internal governance and accountability of Las and CSOs • Ensuring economic growth is inclusive and sustainable development • Gaps in coordination and dialogue among the different involved in governance and development processes at country level • Limited access by populations to social services • Citizens' public's understanding of development cooperation Development and Cooperation
