Disclaimer • It must be underlined that DCI negotiations on the involvement of the co-legislators in programming are still on-going with the European Parliament and the Council. • Therefore the discussions taking place in this forum may not prejudge their outcome, in particular concerning the specific objectives and priorities for each programme fixed in the Regulations themselves or in future delegated acts. • The Commission has also proposed to hold a Strategic dialogue with the European Parliament by which the latter will be able to exert an ex ante political control of the objectives, priorities and allocations to be included in the Multiannual Indicative Programmes before they are adopted.

Council Conclusions on Roadmaps "In partner countries, the EU and its Member States will develop country roadmaps for engagement with CSOs to improve the impact, predictability and visibility of EU actions and ensure consistency and synergy. Acknowledging that the identification of local needs lies with local actors, the roadmaps should be developed taking into account the views of local civil society and existing coordination structures. The roadmaps should identify long term objectives of EU cooperation with CSOs from partner countries and encompass dialogue as well as operational support, identifying appropriate working and funding modalities. In this regard, EU Delegations have a crucial role to play, in close cooperation with Member States".

EU Roadmaps: the rationale • Purpose: to implement the new policy at country level, and build a coherent and structured FRAMEWORK for EU engagement with civil society • Not a document, but a PROCESS managed by EUDs in coordination with MS for strategic purposes with expected efficiency gains (complementarity, best practices, shared initiatives) • FLEXIBLE tool based on specific country context (national & local) building on existing mechanisms for dialogue, funding, EU & donor coordination… • Smartly planned based on sound KNOWLEDGE of the civil society arena and the enabling environment (through mappings, other studies incl. political economy analysis…)
