Introduction - Context and Background • December 12, 2003 the creation of the Canada Border Services Agency • CBSA is a part of the new department of Public Safety and Emergency Preparedness • Security threats and health risks are not static. Therefore the CBSA must continually adapt in a pro-active manner • The CBSA has a mandate to protect the safety of Canadians and to contribute to the economic security of Canada

Department of Public Safety and Emergency Preparedness • PSEP will facilitate a truly integrated response to all manner of emergencies and threats to our security, whether they be be health-related, natural disasters or from terrorists • It brings together, in one place, the core functions of • Security and intelligence • Policing and enforcement • Corrections and crime prevention • Border services facilitation • Emergency preparedness

Immigration Components Transferred to CBSA Immigration Intelligence Immigration Enforcement INCLUDING Tactical Intelligence - Organised Crime - War Crimes -Security Review National Risk Assessment Centre Strategic Intelligence and Intelligence Assessments Immigration Control - Migration Integrity Officers - Document Integrity - Strategic Fraud Response

CBSA Immigration Intelligence Resources • National Headquarters • 5 Domestic Regional Intelligence Units • Intelligence officers at major Canadian ports of entry • Combined Forces Units • Liaison officers to CSIS and RCMP • Liaison officers to other governments • Migration Integrity Officers (39 locations overseas)
