Brief Introduction Under the auspices of the General Secretariat of the Executive Council, a dedicated Department has been established to organise and develop all aspects of excellence in government performance to effectively deliver the aims and objectives of the programme to add sustainable value improvement to the performance of Government operations. The Abu Dhabi Award for Excellence in Government Performance promotes: • Understanding of the requirements for excellence in government and competitiveness for improvement throughout the government service. • Sharing of information and knowledge of successful improvement strategies. The Abu Dhabi Award for Excellence in Government performance is a rigorous and demanding process, designed, not to create winners or losers, but to focus the efforts of all government departments and guide them towards achieving the highest standards of government performance.

From the Idea to Reality • A decree was issue on 2006 by HH chairman the EC and under the auspices of the General Secretariat of the Executive Council • A dedicated Department has been established to organise and develop all aspects of excellence in government performance effectively deliver the aims and objectives of the programme to add sustainable value improvement to the performance of Government operations.

ADAEP Vision and Mission The Vision • To enable the realization of Abu Dhabi as one of the top 5 governments in the world The Mission • To provide the required enablers and techniques to enhance the organizational performance of all government bodies in Abu Dhabi, through the adaptation of Total Quality & Excellence principles leading to people development, process improvement, procedures simplification, hence achieving better key performance outcomes

ADAEP Objectives • To improve the government performance through raising service standards and practices and the promotional excellence principles • Widely promote best practices in governance through providing a roadmap and criteria for benchmarking locally and internationally • To encourage and support positive competition and cooperation in the government sector. • To highlight and emphasize the importance of the strategic planning formulation and efficient and effective execution by all government organizations in Abu Dhabi • To motivate and recognize excellent performance in government and encourage innovation both at the organizational level as well as the individual level

  10. 6.1 Category 1 - Entity Award 1. Overall Winner –The Best Abu Dhabi Government Entity The highest practice of excellence within Abu Dhabi commensurate with world class performance. 2. Entity Awards This suite of awards is to recognise those entities that have demonstrated strengths and achievement in specific facets of excellence

  11. Category 1 - Entity Awards This suite of awards is to recognise those entities that have demonstrated strengths and achievement in specific facets of excellence. • 1. Best Entity with Customer Service Demonstrating the highest sustained or improved levels of customer service as an outcome of strategic approach. • Best Entity with People Development Demonstrating the highest sustained or improved level of People Satisfaction as an outcome of strategic approach. • Best Entity with Institutional Capacity Demonstrating optimum efficiency and effectiveness in the use of resources through strategic resource planning and management. • Best Entity with Excellent Leadership Demonstrating the highest level of leadership competence and capability resulting in superior entity performance.

  12. Category 1 - Entity Prizes • 1. Best Initiator Entity To the best performing entity that has not previously participated in the ADAEP Category 1 or scored 200 and below in the in the ADAEP Category 1 previous cycle • Best Implementer Entity Entities that scored 201 – 400 points during the previous ADAEP cycle will be awarded for consolidation the benefits of working with excellence and putting strategies into place for optimisation and further progression of excellence. • Best Impactor Entity Entities that scored 401 – 550 points during the previous ADAEP cycle will be awarded for best created consistent standards of performance in all aspects and which is obtaining gains and benefits in all key areas of excellence. • Best Integrator Entity Entities that scored 550 – 650 points during the previous ADAEP cycle, will be awarded for making the greatest strides forward in closing performance gaps through a closed loop cycle of learning  and innovation.

  14. Submission Details • 75 A4 pages   • Introduction: Should not exceed 3 pages • Using this principle a suggested plan would be;

Submission Details Participation in the Category 1 Awards Participation in the Category 1 ADAEP Awards is accessed though a written Submission Document with the following specifications: • 1 bound paper copy of the Submission Document together with one electronic copy must be returned to the Award Office as per the date set by the Abu Dhabi Award Office • The Submission Document must be no more than 75 s of A4 in length written in 14 Simplified Arabic. • All criteria of the Abu Dhabi Awards for Excellence in Government must be addressed in the Submission Document • All information will be provided with lunching the award.

  17. 6.2 Category 2 - Team Awards /Projects These Awards seek to identify and capture best practice team and project working for others to adapt and practice to raise effectiveness. • 1. Improvement Project It is concerned with the improvement of existing operations within a localised scope. • IT Enabled Project It relates to the radical or fundamental change of existing processes to improve them. • Leading Edge Project It seeks to create a Best Practice, making the entity the leader in this particular function and therefore putting its operation ahead of its competitors. • Transformational Project It is concerned with a large shift in direction, of the entity and the need for appropriate changes to be adopted within all departments. • Best Project in the Emirate of Abu Dhabi It is designed to recognize outstanding practice and achievement by a Work Team or Project Team that has made a significant measurable contribution. (no separate submission)

Category 2 Eligibility Guideline • Applications for a Category Two Award must be made in the form of a written Submission to be advised by the award Office • The deadline for the receipt of submissions will be advised by the award Office • The activities on which the Submission is based must have been completed within 3 years from the submission deadline although the activities may have been initiated in an earlier calendar year. • Submissions must cover activities undertaken by Project Teams or Work Groups and not activities undertaken by an individual. • Submissions covering activities of consultants, external agencies or contractors will not be eligible for the Award. This does not invalidate any Submission concerning a project or initiative on which external support or cross-agency working was involved. • Entities may only put forward one submission for each of the four Category 2 Awards - improvement Project, IT Enabled Project, Leading Edge Project and Transformational Project. There is no separate submission for the Award of Best Project in the Emirate of Abu Dhabi. • Previous winning projects of Abu Dhabi Award for Excellence in Government Performance are not eligible to re-apply • All submissions must be accompanied by a letter for the Director General or Chairman of the applicant team/project team endorsing their submission for an Award

Submission Details • One paper copy and one electronic copy of the Submission Document should be submitted to the Award Office in the format as per the set date. • Each set of Submission document must clear state which sub-category of Category 2 the submission is in respect of. • Submissions shall be of no more than 5000 words and no more than 25 pages presented on A4 paper size written in 14 simplified Arabic • Supporting evidence to the Submission such as documentary attachments or electronic based data will not be accepted All information will be provided with lunching the award.

  23. 6.3 Category 3 - Individual Awards The most critical feature of the Awards is to set forth the achievements which make an individual worthy of public recognition • 1. Excellent Employee in the Technical Field A technical employee with a technical is deemed to be one who is a practitioner of specialist skills in a particular area of expertise • Excellent Employee in the Managerial Field A manager is deemed to be any person with management responsibilities but may not necessarily have the designation of manager in their job title • Excellent Employee in the Administrative Field An administrative employee is deemed to be a person responsible for the discharge of business in some capacity in their Entity who does not hold a managerial position. • Excellent Employee in the Professional Field A professional employee is deemed to be one who has gained professional qualification or accreditation from a profession specific body at a higher level for the necessary exercise of their job function. • Best Employee in the Emirate of Abu Dhabi Government Service The winner will be selected from amongst all the applicants into the four Award classifications above and will be recognized as the overall best Government employee (No separate submission)

Category 3 Eligibility guideline • Applications for a Category 3 Award must be made in the form of a written Submission using the application template which will be provided by the Award Office • The deadline for the receipt of submissions will be advised by the Award Office • The activities on which the Submission is based must have been completed within 3 years from the submission deadline although the activities may have been initiated in an earlier calendar year. • Submissions must cover activities undertaken by individual employees in their own job role and must not be wholly based on their individual contribution to a Project Team which might be the subject of a Category 2 Award. • Submissions covering activities of consultants, external agencies or contractors will not be eligible for an Award. This does not invalidate any Submission concerning a project or initiative on which external support or cross-agency working was involved. • Entities may only put forward one submission for each of the four Category 3 Awards. There is no separate submission required for the Award of Best Employee in the Government of Abu Dhabi. • Applications for category 3 award must have completed minimum of two years of service in the applicants entities. • Previous winners of Abu Dhabi Award for Excellence in Government Performance are not eligible to re-apply • Director General or Chairman or equivalent are not eligible to participate • All submissions must be accompanied by a letter from the Director General or Chairman of the of the applicant entity endorsing their submission for an Award

Submission Details • One paper copy and one electronic copy of the Submission Document should be submitted to the Award Office in the format as per the set date. • Each set of Submission document must clear state which sub-category of Category 3 the submission is in respect of. • Submissions shall be of no more than 3000 words and no more than 15 pages presented on A4 paper size written in 14 simplified Arabic • Supporting evidence to the Submission such as documentary attachments or electronic based data will not be accepted All information will be provided with lunching the award.

  28. 6.4 Category 4 – Drivers of Excellence • 1. e-Government Excellence Award This Award is driving the modernization agenda for the Government of Abu Dhabi, through creating efficiency through the use of information and communication technology. • Knowledge Management Award This Award is in support of optimizing value through using the knowledge being created effectively in order to ensure that future capability and sustainability is addressed. • Innovation and Creativity Award This award is aimed at harnessing innovation, supporting empowerment and creativity throughout the organization in order to add value and improve performance levels. • Corporate Social Responsibility Award This award is in support of actively and consciously taking responsibility for the impact of the Entity on the wider community, this being of particular relevance in the public sector.

Category 4 Eligibility Guidelines • Applications for a Category 4 Award must be made in the form of a written Submission using the application template which will be provided by the Award Office • The deadline for the receipt of submissions will be advised by the Award Office • The activities under each of the component of Category 4 Award, on which the Submission is based, must have been completed within 3 years from submission deadline although the activities may have been initiated in an earlier calendar year. • Submissions must cover activities undertaken by Project Teams, Work Groups or Individuals provided the eligibility criteria are addressed for each of the component awards. • Submissions covering activities of consultants, external agencies or contractors will not be eligible for the Award. This does not invalidate any Submission concerning an initiative under any of the components of Category 4 Awards, on which external support or cross-agency working was involved. • Entities may only put forward one submission for each of the four Category 4 Awards • Submissions must be accompanied by a letter for the Director General or Chairman of the applicant individual/team endorsing their submission for the Award, clearly highlighting which of the component categories is being entered.
