THAILAND Training and Tutoring Feedback

This report provides feedback on the training and tutoring initiatives in Thailand for June 2016. It includes information on regulatory activities, future nuclear projects, updated plans for NPP, and cooperation projects in training and tutoring. The report also highlights lessons learned and areas for improvement in the training program.

  2. Information about Thailand (1) Participated Institutes 1. Office of Atoms for Peace (Regulatory body) 2. Thailand Institute of Nuclear Technology (Research reactor operator and potential TSO for NPP project)

Information about Thailand (2) Near-term and Future Regulatory Activities • Aging management and decommissioning of current RR • New RR projects: 40 kW medical research, 10-20 MW (TINT) • Radiation facilities: new technologies, i.e., accelerator, cyclotron, proton accelerator therapy, BNCT, etc. • Early stage of NPP: siting, design review and assessment, regulation development, TSO development • Waste management • Emergency preparedness and response

  4. Information about Thailand (3) Updated Plan and Preparation for NPP • New Nuclear Law (Nuclear Energy Act 2016) received an approval from the cabinet on May 19, 2016. Improvement on regulation of radiation facilities, nuclear installation and waste management, as well as be able to ratify important international conventions. • Thailand’s Power Development Plan 2015 consists of 2 units of 1,000 MW to be in operation in 2035 and 2036.

Cooperation Projects in T&T 2014-2015 • European Commission projects • Bilateral “Enhancing the capacity and effectiveness of the regulatory body and developing national waste management strategy” 2015-2017 • Multilateral “Training and tutoring for experts of the NRAs and their TSOs for developing or strengthening their regulatory and technical capabilities” 2014 – present • Regional project “Feasibility study on regional cooperation on EP&R in South East Asia”, 2013 – 2014, continued phase is on-going • Multilateral projects under CBRN Center of Excellent Risk Mitigation Initiative

Future Needs NOT in the present Training and Tutoring Catalogue • Inspection of new radiation technologies for medical and industrial purposes, i.e., cyclotron, accelerator, etc. • Inspection and assessment of radioactive waste management facilities. • Regulation of naturally occurring radioactive materials (NORM) • Decision making for EPR • PSR and aging management INSC coordination meeting on T&T

  11. LessonsLearned: GoodPractices. Effectiveness of training: always evaluate the outcome from the training, i.e., reports from trainees, assign works related to the training, follow-up program, continuous improvement Systematic training: apply IAEA methodologies, i.e., competence gap analysis, plan of training for staff, consider 4-Q Competence model. Good collaboration with the training organizers and the European Commission. Connectionswith other projects, i.e., bi-lateral project with INSC, HRD plan development, IAEA. Regional training course: received good feedback from the regional participants. Improve nuclear safety of the region.

  12. LessonsLearned: Whatcouldbeimproved? Schedule: upload training schedule on website. Tutoring: (internal issue) can be improved by a systematic plan. Knowledge transfer to other staff. VISA issues Need to improve follow-up process, i.e., ability to apply knowledge to their works, weak point needed to be improved.

FinalRemarks/ Conclusion From 2014 – present: 34 trainees, 2 tutees 2 Institutions, OAP and TINT, participate in the T&T program Attendants gained knowledge and skill from the training courses as planned. The OAP requested all trainees to provide comprehensive reports from the training. Most of the trainees successfully applied the knowledge in their works. T&T program fulfils the competence needs for present and near-term responsibilities of the regulatory body (OAP). T&T program helps to provide competence of TINT as a potential TSO of Thailand NPP project in future.
