Factors impeding agricultural productivity in the state : • Depletion of water table • Deterioration of soil and water conditions due to salinity ingress • Irregular rainfall and floods • Frequent droughts In spite of all these adverse factors, state has achieved 11 % growth rate (2004-05) by strengthening and qualitative improvement of extension services and innovative policy vehicles such as Krushi Mahotsav, As a result, both Kharif and Rabi production has registered significant growth. Planning for 2006-07: Main features • We are targeting 62% increase in production with special emphasis on horticultural and commercial crops: • Bringing fresh area under cultivation • Covering more area under micro irrigation systems • Providing benefits to the focus groups – BPL farmers • Placing Agriculture officers at taluka level and integrating agricultural scientists into extension activity • Improving quality of extension by large scale use Information and Communication Technology (ICT) Gujarat Agriculture

ANIMAL HUSBANDRY • Stretegy for enhancement of milk, eggs, wool production and productivity • Animal health, veterinary services to be strengthen • Disease investigation activities to be strengthen • Increase in production of cross bred cows • To stabilize the livestock population and decrease the pressure on land • through mass castration of scrub bulls • Better breeding, feeding will be provided • Programme Under Diversification • Quails production – Co-operatives set up for poultry, increase demand Quail meat, strengthen • quail breeding farm at Chanvai, Dist-Valsad with central assistant. • 2. Duck production – Promotion of duck farming in tribal area. Gujarat Agriculture

(up to Dec. 05) • Soil Health Card • Programme continuing. More than12.28 lakh soil health cards distributed to farmers • Extension • Village crop planning :18560 villages : Crop planning advice to 18560 villages through use of IT and mass media. Use of state backbone (GSWAN and Agrisnet) connected to village level PC’s under e – gram scheme • Special campaign for Narmada Command Area through demonstration and kisan shibir. • Intensive Agriculture Kharif Campaign-Krushi Mahotsav • Kisan Call Centre: running successfully in the state. The calls received during 2005-06 (up to Jan-06) were 51738. Total calls received is 86625. • Use of IT & Mass Media communication in the State Gujarat Agriculture

Regionally differentiated strategy for increasing crop production and productivity Conti… ATMA : Implementation in Gujarat • Eight districts were selected from each Agro climatic zone of the state. Ahmedabad, Bharuch, Dahod, Amreli, Jamanager, Kutch,Sabarkantha, Valsad. • Notifications of Inter Departmental Work Group, State Agriculture Management Extension & Training Institute, ATMA (Managing Committee and Governing Body), Block Technological Team, Farmers’ Interest Advisory Committee etc have been issued. • Posting of project Director and Asst. Project Director have been completed. • Grant of Rs. 116 lakhs was released by G.O.I .and 10% matching share Rs. 11.60 lakhs is being released by State Govt. • Preparation of Strategic Research & Extension Plan in all eight ATMA district is under progress. Regionally differentiated strategy for increasing crop production and productivity • Inputs - Techniques of organic farming introduced. - Vermicompost , IPM , Pest control through bio-agent - RPTL - Residual Pesticide Testing Laboratory set up-at Navsari Agri. University - Focused programme : 2.70 lakh free input kits containing seeds, fertilizers, insecticides etc distributed. • Productivity increased through micro irrigation ; Gujarat Green Revolution Company established -Application received 10573, cleared 5599 and area covered 11067 ha as on 20- 2 -2006. • Contract Farming : Scheme introduced on 31.03.2005 -Registration to be done with Gujarat. Agricultural Mktg. Board. -Jetropha plantation and others are under consideration • Market Intelligence Center Set up - JAU-Junagadh • Horticulture Mission : Mission set up, cluster in 10 district identified Gujarat Agriculture

National Horticulture Mission : • Gujarat State Horticulture Mission (GSHM) a registered society has been set up for implementation of NHM in the state. • Action plan of Rs 68.44 crore for the year 2005-06 formulated. • Mission is being implemented in 10 potential districts and covers 10 important crops of the state viz, Mango, Chiku, Aonla, Banana, Papaya, Lime, Cumin, Fennel, and Flowers, Medicinal & Aromatic crops. • Mission is launched from November 2005- main thrust is given on area expansion & raising of quality planting material.   16. Krushi Mahotsav–2006 : Krushi Mahotsav, as an intensive convergence and mass contact strategy, was successfully tried in 2005. We continue the same programme this year from 30-4-2006 to 29-5-2006 • This is a uniquely intensive month-long programme of mass contact with farmers. • Contact through a mobile exhibition called “Krushi Rath” that visit every village. Experts accompanying with “Krushi Rath” to offer advise to the farmers • Focus on visiting each village , advising and assisting an individual farmer, free input kits to 15 poor farmers in each village and additional 15 kits per village in tribal area • Take up community base scheme like, water conservation through public participation. Krushi Mahotsav 2006 ………Strategies Advice to farmers on …. • Multiple cropping and inter cropping, • To bring more area under micro irrigation through Gujarat Green Revolution company, • Promote IPM, biotechnology, organic farming , • High tech agriculture - greenhouse, tissue culture • Diversification towards high value, more remunerative, competitive, demand driven, sustainable crops. • Making administrative arrangement for easy availability of quality inputs. • Synchronizing Special Focused Programs for BPL/ small and marginal farmers with Krushi Mahotsav. Krushi Mahotsav 2006 ………Strategies • Involving NGOs and private partnership in extension services. • Publishing progressive farmers’ innovative practices. • Direct farmers’ contact with Chief Minister by means of video conferencing through circulating Outdoor Broadcasting Van in various villages. • Advice on crop planning and management at village level by various subject experts , lectures by university scientists on package of practices. • Training to the trainers ( field extension staff ) who will be deployed for Krushi Mahotsav. Krushi Mahotsav – 2006 cont.. • Soil sampling and issuing of Soil Health Cards (5.45 lakh sample collected & 9.52 lakh SHC distributed in 2005) • Issuing of Kisan Credit Cards ( 1.57 lakh issued in 2005) • Organizing Kisan Shibirs(27. 97 lakh people participated) • Distribution of agricultural , horticultural , animal fodder kits to 15 poorest farmers in every village – beneficiaries will be selected by Gram Sabha. The kits contains inputs like seed, fertilizers, pesticides and sprayers etc. (agricultural (90770), horticultural (90592) , animal husbandry (90533) kits were distributed in 2005) • Water conservation works which include Check dams, Bori Bandhs, Village ponds, Khet talavadi. (Check dams-8506, Bori Bandhs-21316, Village ponds-2976, Khet talavadi-31036 in 2005.) • Promotion of drip irrigation systems (22374 application were collected in 2005) • Making e-Gram project operational in selected villages (5574 villages in 2005) • Identification of project area for water conservation through satellite technique with the support of BISAG.   21. Krushi Mahotsav – 2006 cont.. Major Activities • Distribute literature, containing advice of schemes, contact number and advice on agricultural practices in every village. • Agricultural equipments demonstration ( Sprayer, Seed cum fertilizer drill, cultivator, mulching etc) • Visit of Kisan Rath (mobile exhibition van) at each village accompanied by extension staff and experts. • Canvassing through wall slogans and essay competition in schools in each village. • Animal vaccination (43.86 lakh in 2005) • Establishing new Milk Cooperative Societies (678 in 2005) • Establishing new Credit Co-Operative societies (478 in 2005) • Formation of new self help groups (7842 in 2005) Gujarat Agriculture

Major Activities Cont.. • Synchronization of other departments schemes during the period of Krushi Mahotsav such as • Sanitation campaign, Canal cleaning • Aggressive canvassing of Bankable schemes at village level (23138 application received in 2005) • Processing & finalizing of land transfer documents by the Revenue Department (20849 farmers covered in 2005) • Canvassing of Vadi Yojna for tribal area under which Tribal farmers’ are given planting material for horticulture (15172 application received in 2005) , • Gokul Gram (3540 works under taken in 2005) , Electrification- Jyoti gram e(555 villages covered in 2005), Installation computer at village - e-Gram, Village Tourism -Tirth Gram (324 villages d eclared in 2005) • Panchvati Scheme (20849 farmers covered in 2005), PM sadak yojna Gujarat Agriculture

  25. Demand & Consumption of Pesticides During 2005-06 and Projection for 2006-07 (Quantity in MT. Technical Grade) No. of sell points in the State : 15806 State having One Bio Control laboratory at Gandhinagar. Establishment of Bio Control laboratory at Nadiad-Work is in Progress Area covered under Trichograma demonstration : 1187 Ha in 2005-06. Gujarat Agriculture

Availability and Demand of PowerDaily maximum demand and availability of electric power in the State for the year 2006-07 are as under( Unit in MW) Demand and availability of electric power for agricultural purpose not worked out separately Short fall of Power is proposed to be met by -Get from other States -Through Periodic Power Cuts Gujarat Agriculture

  28. Crop Diversification in Gujarat • Total cultivated land is 96 lakhs hectares. More than 40 major Agricultural and Horticultural crops are grown, which indicate a diversified cropping system. • More emphasis given to high value crops like cotton and horticulture crops Gujarat Agriculture

During 2005-06, following 26 crops are covered under the scheme with inclusion of six new crops.New crops : Kharif –Banana, Rabi-Summer - Cumin , Isabgul , Fennel , Onion , GarlicMAIN ISSUES WITH GOI - Affordable Premium rate of the crop covered under insurance: cotton- Exclusive administrative set up for crop insurance.- Uniform sum insured for loanee & non-loanee.- Scheme should also be voluntary for loanee farmers, where premium is too high.- Provision for change of insured crop for loanee farmers- Agriculture Insurance Company of India Ltd (AIC) must provide all information regarding farmer wise risk commitment & claims details to state Government immediately as & when the season is over. In the new guideline of NAIS, there should be provision of cutoff dates for submitting the said information to State Government by AIC. AGRICULTURAL RISK MANAGEMENTFARMER ACCIDENT INSURANCE SCHEME (FAIS) • Scheme was launched on the auspicious occasion of 26th january-1996 • Under the scheme, insurance cover is provided to all the farmers holding the land up to five hectares . • Insurance coverage of Rs. 1.0 lakh , in case of Accidental Death While Insurance Coverage of Rs. 50,000/- in case of permanent disability • District Agriculture Officer is A claim inquiry settlement officer under the scheme • At present, ICICI Lombard General Insurance Co. Ltd, Ahmedabad is operating this scheme. • During last two years 734 farmers family availed benefit of Rs 726.50 lakh under the scheme. Gujarat Agriculture

  31. AGRICULTURAL RISK MANAGEMENT MINIMUM SUPPORT PRICE GOI declared the effective date for MSP as 1-4-2006, but the effective date should be removed. Gujarat Agriculture

MARKETING REFORMS • Model act • Amendments in APMC act as per model act under active consideration • “Agmarknet” scheme • 186 computer provided to APMCs • 104 computers sanctioned for sub-yards Technology Mission On Cotton (TMC) • Total 33 project worth Rs.60.00 Crores sanctioned . ( 8 projects sanctioned in last 6 months and 8 project proposal pending with TMC for approval) FUTURE PRICES • 37 APMCs connected by futures market through NMCDX MODERN MARKET • 3 modern markets worth Rs.10.00 crores to be established. • Proposal of Ahmedabad APMCof Rs.2.5 crores submitted. • Proposal of Dahod APMC of Rs.5.00 crores submitted. • Proposal of Deesa APMC- under preparation.
