INCREASE IN AREA & PRODUCTIVITY OF MAJOR CROPS (Area in lakh hectare, Productivity in Kg per hectare) * Due to drought like situation during 2006-07, an area of 2.95 lakh hectares of Winter Rice remain uncovered, which is the major contributor towards total Rice output of the State.

Seed production program • During 2006-07, 41.65 quintals of breeder seed of paddy, arhar and rape & mustard were procured. It is targetted to procure 75.60 quintals during 2007-08. • During, 2240.60 quintals of foundation seed were procured. It is targetted to procure 2733.00 quintals during 2007-08.
REQUIREMENT OF CERTIFIED SEEDS DURING KHARIF, 2007 • Certified Seed of Paddy required during Kharif, 2007 will be made available from State’s own production. • The requirement of certified seeds of Jute and Kharif Pulses will be met from Registered Growers’ production. • Programme has been chalked out to procure balance quantity of certified seed from outside sources.
Agricultural Extension Reforms through ATMA Centrally sponsored : Nos. of ATMA dist – 12 No. of ATMA registered – 12 World Bank aided AACP sponsored : Nos. of ATMA dist. – 11 No. of ATMA registered – 11 District Agricultural Development Strategy (DADS) approved for 6 dists. SREP prepared & finalized in 12 dists. SEWP approved by GOI 74 Block Action Plan are in action in 6 dists. Implementation of AGRISNET Project in process. Sites for 123 BRCs identified & sanction accorded for 85 BRCs in 7 dists.
FACTORS AFFECTING AGRICULTURAL GROWTH • Infrastructure related problems. • Lack of assured irrigation and dependency on rainfall. • Inadequate mechanization. • Low level of use of nutrients. • Non availability of elite planting material within easy reach of farmers. • Natural calamity - regular flood and occasional drought like situation. • Lack of adequate credit support. • Fragmentation of holding.
STARTEGIES FOR 2007-08 TO ACHIEVE 4 PERCENT GROWTH RATE DURING 11TH PLAN PERIOD • Rice is the dominant crop in the State and it contributes about 95% to total Foodgrains production. So, any new strategy must target the Rice mainly. • The focus area will be Summer Rice by raising the area from 3.15 lakh hectares to 3.75 lakh hectares which can contribute about 18% to total Rice output of the State. • Total Rice production of the State will be enhanced to 40.3 lakh MT with production of 4.00 lakh MT of Autumn Rice, 28.80 lakh MT Winter Rice & 7.50 lakh MT Summer Rice. (State’s requirement – 38.78 lakh MT). • The production of Jute is targeted at 7.50 Lakh bales as against 5.79 lakh bales in 2005-06 and 5.55 lakh bales in 2006-07 • The production target of Fruits, Spices and Vegetables has been kept at 14.91 lakh MT, 2.34 lakh 42.10 lakh MT respectively. • To raise the existing SRR level of thrust crops.
Contd … • Use of short duration high yielding paddy varieties (Kapili, Luit) will be encouraged to escape from late monsoon flood. • Contingent crop plan will be implemented with all earnestness to meet climatic adversities. • Additional 1.14 lakh hectares will be brought under assured irrigation with support from schemes like Macro Management, State Priority, AACP, Horticulture Technology Mission etc. • 72,032 HP of farm power will be added to achieve 0.60 HP of farm power per hectare against existing status of 0.57 HP per hectare with addition of 820 no. of tractor and 3768 no. of power tillers. • Consumption of fertilizer will be raised to 70.00 Kg, per hectare as against 56.59 Kg. per hectare in 2006-07. • For Crop Diversification, priority will be given to more remunerative crops particularly horticultural crops. • Development of Market Infrastructure with support from AACP & TMIDH.
Contd … • Per capita availability of credit being less than Rs. 100.00 in Assam, special drive will be given to mobilize institutional credit. • State Extension Machinery will be reoriented in ATMA model
