Main Challenges • Readiness process has opened opportunities to enhance forest governance • IP´s and FDC´s had not participated in forest policies decision making. • Do adhoc platformsexist? • Demands are too much • Rights, Benefit sharing mechanisms, access. • PARTICIPATION for WHAT??
Background • Country with more than 60% IP´s, many of them poor • IP´s and FDC platforms exist but with separate agenda; also IP´s NGO ´S. • RPP was under preparation • Previous forest policies did not include IP’s and FDC’s.
Actions • i) capacity building; • ii) definition of IPs agenda on REDD; • ii) strengthening of IPs and FDC’s governance structures OR platforms, and • iv) R-PP preparation • Piloting REDD+ activities
ACTIVITIES • Multistakeholder Dialogue, targeting in FDC and IP´s. • Integration of the National Group: Forest, biodiversity and climate change. • Strengthen FDC and IP´s platforms. (3) • Creation of FDC and IP´s Forum for REDD+ discussion; and REDD+ Piloting • Capacity building on Forest, Climate Change and REDD+, targeting FDC and IP´s • Program for capacity building (forest, climate change and REDD+) for IP´S and FDC
Activities • 3. Preparation of National Strategy. Template R-PP • Technical assistance. • Incorporation of principles of the Pro poor approach. • Participation of FDC and IP´s. • Preparation of RPP. • 4. Piloting REDD+ activities
Results • R-PP with a pro-poor approach; including clear position on IP’s and FDC • IP’s and FDC platform participating in readiness process, with agenda. • Piloting REDD+ activities with national mechanisms and pilot projects. Design, implementation and getting benefits.
