The Niue Story • The IUSN Foundation first became active on the island of Niue in 1997, when it established an infrastructure to provide the world’s only free Internet service through the proceeds of selling .NU domain names in Northern Europe. • This development occurred in three primary stages, in order: • Technology/Knowledge Transfer-bringing the key systems and knowledge power to the Niue project to empower technology education and engagement among the local citizens. • Infrastructure Development – continually innovating and upgrading the technology infrastructure throughout the island to remain at pace with larger system evolution and development. • Capacity Building – consisting of the continual process of teaching and training groups on Niue to adopt and eventually manage and run the technologies and systems that have been put in place.

  4. Conclusion/Wrap-Up The island of Niue has one of the highest level of Internet penetration per head of population in the Pacific, due to its access to free and reliable Internet. Internet access is available to 65% of Niuean households, compared to 2% in Papua New Guinea, 8% in Vanuatu, 12% in Fiji, 26% in Palau, 30% in the Cook Islands and 61% in Guam. Moving forward, The IUSN Foundation remains committed to upgrading the quality, reliability and security of the internet infrastructure on Niue. At the same time, The IUSN Foundation will continue to support Internet Niue, the island’s internet service provider, in ongoing efforts to improve customer service and end user satisfaction. Finally, IUSN will look for opportunities to work in partnership with the Government of Niue to expand the island’s role and influence in the world of Internet governance.
